This position will have the opportunity for a hybrid schedule (combination of in-office and remote workplace). Please note - equipment provisioning and certain onboarding tasks will take place in person, in our downtown Denver office, on the first day of employment.

The Colorado Department of Early Childhood (CDEC) ensures the delivery of a comprehensive, community-informed, data-driven, high-quality, and equitable early childhood system that supports the care, education and well-being of all Colorado's young children, their families and early childhood professionals in all settings. CDEC provides access to collaborative, coordinated, quality early childhood programs and support to children, families, and early care professionals in an effort to best prepare Coloradans for future success. CDEC works with many partners, including parents, schools, child care providers, Early Childhood Councils, counties, Community Centered Boards, early intervention service providers, family resources centers, county human services, county public health, businesses, community organizations, and other stakeholders to provide high-quality early childhood and family support programs.

The Division of Finance, Budget and Procurement has four units: Accounting and Finance, Contracts and Procurement, Budget and Audit/Compliance. The Finance unit is responsible for the general fiscal oversight and fiscal monitoring for the management for the Department. The unit is charged with providing management with timely, accurate and relevant fiscal data required to effectively manage the Program operating within the Department.

Description of Job

This position will provide oversight of financial administration processes to satisfy Federal, State and Department requirements. Activities may include interpreting and developing fiscal processes, identifying necessary supporting documentation to be provided by program staff or contractors; validation of information; and overall quality control. This position will advise program staff on actions needed to ensure fiscal compliance and risk mitigation or elimination. This position is term-limited with funding through December 31, 2026.

What you’ll be doing:

  • Manage the contract payment process for assigned programs. This includes reviewing and processing invoices, entering requisition documents and other contract coding modification documents in the State’s accounting system and or approval workflow system, tracking payments and resolving payment issues.

  • Enforce compliance with fiscal policies and procedures in accordance with State Fiscal and Procurement Rules, Federal Regulations and guidelines, and Generally Accepted Accounting Principles. This position has participatory communication and meetings with Department of Early Childhood program staff regarding fiscal decisions and processes.

  • Provide timely and accurate fiscal reports, which includes formulating, recommending, monitoring, modifying, analyzing and reporting on major funding sources, as well as using historical data and applicable policies and procedures to analyze and project future expenditures.

  • Analyze information using a variety of resources and systems to perform fiscal monitoring, reviewing expenditures and providing accurate financial information. Assure proper accounting of Department wide reconciliation, cost allocation calculations, budget revision, fiscal year-end closing and related financial functions.

  • Provide customer service, training/orientation and guidance to vendors of the Department of Early Childhood to ensure contractors’ compliance with State Fiscal and Procurement Rules Federal Regulations and Guidelines and Generally Accepted Accounting Principles.

  • Perform risk management assessment for potential or current vendors or contractors. Implement Office monitoring plan for subrecipients, which includes reviewing invoices as well as periodic desk reviews and/or site visits. This position is responsible for notifying programs and contracts with potential concerns about contractors’ fiscal capacity and working the program and contracts to determine the appropriate next steps.

  • Responds to inquiries from Department of Early Childhood, Department’s Central General Accounting and Reporting, and other Department staff in a timely manner. Complies supporting documentation and correspondence. Researches inquiries, resolves discrepancies, and composes correspondence with supporting documentation.

  • Provides customer service, expertise and technical assistance for financial transactions and business processes to Department of Early Childhood personnel, including: identifying proper coding streams, recommending funding sources, and the development and implementation of new policy/business processes.

  • Perform other duties as assigned

  • Review and recommend new or revised internal operating processes and procedures.

  • Participate on various committees, training events, special projects, and focus groups, including activities to maintain current knowledge of developments in the relevant profession. Represent CDEC on various standing or ad hoc committees.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

Minimum Qualifications:

Option I: Experience

Six years of professional experience in Finance, Accounting, Procurement, or Contract administration to include preparation of contracting/purchasing documents, contract monitoring and payment processing, financial data preparation, analysis, and tracking development of tools to track and monitor expenditures.

Option II: Combination of Education and Experience

Bachelor’s degree from an accredited institution in accounting, finance, auditing, or business administration AND Two years of professional experience in Finance, Accounting, Procurement, or Contract administration to include preparation of contracting/purchasing documents, contract monitoring and payment processing, financial data preparation, analysis, and tracking development of tools to track and monitor expenditures.

DEFINITION OF PROFESSIONAL EXPERIENCE:

Work that involves exercising discretion, analytical skill, judgment, and personal accountability, and responsibility for creating, developing, integrating, applying, and sharing an organized body of knowledge that characteristically is uniquely acquired through an intense education or training regimen at a recognized college or university; equivalent to the curriculum requirements for a bachelor's or higher degree with major study in or pertinent to the specialized field; and continuously studied to explore, extend, and use additional discoveries, interpretations, and application and to improve data, materials, equipment, applications and methods.

CONDITIONS OF EMPLOYMENT

  • 10% travel may be required for on-site fiscal monitoring and various meetings
