This position will have the opportunity for a hybrid schedule (combination of in-office and remote workplace). Please note - equipment provisioning and certain onboarding tasks will take place in person, in our downtown Denver office, on the first day of employment.

The Colorado Department of Early Childhood (CDEC) ensures the delivery of a comprehensive, community-informed, data-driven, high-quality, and equitable early childhood system that supports the care, education and well-being of all Colorado's young children, their families and early childhood professionals in all settings. CDEC provides access to collaborative, coordinated, quality early childhood programs and support to children, families, and early care professionals in an effort to best prepare Coloradans for future success. CDEC works with many partners, including parents, schools, child care providers, Early Childhood Councils, counties, Community Centered Boards, early intervention service providers, family resources centers, county human services, county public health, businesses, community organizations, and other stakeholders to provide high-quality early childhood and family support programs.

What you’ll be doing:

The position serves as Chief Product Officer in the Colorado Department of Early Childhood.

The Colorado Department of Early Childhood (CDEC) ensures the delivery of a comprehensive, community-informed, data-driven, high-quality, and equitable early childhood system that supports the care, education and well-being of all Colorado's young children, their families and early childhood professionals in all settings.

Those responsibilities include launching and running Colorado’s Universal Preschool Program, which started in the 2023-2024 school year and has supported more than 40,000 children and their families. CDEC is also responsible for supporting early childhood providers in the state. They maintain and manage systems that ensure Colorado has a highly-trained and diverse early childhood workforce and maintains high quality standards in early childhood programs.

The Chief Product Officer (CPO) role is a new position within the department, responsible for creating and implementing the technology vision to support Colorado’s children and families. This role would take over the day-to-day product ownership responsibilities for the Universal Preschool application and matching system. In addition, this role would also work with current CDEC and be involved in supporting the long-term product vision for CDEC overall. The CPO will work closely with program leadership, CDEC’s administrative teams, the Governor’s Office of Information Technology (OIT), external technology vendors, and users to ensure that these technologies meet the needs of providers, families, children, and State program administrators. Part of this role is support product maturity for the Department. Once the team is fully hired, this may transform into a supervisory position, overseeing a team of talented, junior product analysts who will be responsible for individual products within CDEC.

This team will also work closely with CDEC’s Business Information Technology Services (BITS). Whereas the CPO is responsible for all outward-facing products and technologies, BITS is responsible for the Department’s internal IT.

Specific job duties include, but are not limited to the following:

  • Lead the development, implementation, and management of CDEC’s technology product roadmap for near- and long-term initiatives

  • Identifies opportunities for integration across different products

  • Ensures the roadmap plan is efficiently leveraging existing code and user experiences to minimize overall complexity for users

  • Manages all work to drive continuous improvements to product design, usability, and accessibility; coordinates with program leadership to ensure that product designs also meet program requirements

  • Consults directly with outside stakeholder groups in coordination with program outreach coordinators (such as the LCO Manager) to identify and then refine needed improvements

  • Lead a team of junior product analysts who will be responsible for day-to-day operations of individual products

  • Develop an overall product management theory for early childhood in Colorado, including best practices for user research, engineering management, analytics, and agile delivery. Train junior team members as well as other in the State on best-practice product management

  • Develop frameworks, templates, and other tools for day-to-day product management

  • Monitor all product budgets and address or escalate financial issues as they arise.

  • Ensure effective utilization of technology resources, reviewing and approving all vendor agreements and payments.

  • Support department-wide IT processes, including Utilization Planning and Office of Information Technology real-time billing (in collaboration with the CDEC Business Information Technology Services - BITS - team)

*Experience Only:

At least nine years of professional experience in a technology-related role, ideally product management, software engineering, user research, or other technical roles.

OR

*Education and Experience:

Bachelor's degree in a technology related discipline; or related field; AND at least five years of professional experience in a technology-related role, ideally product management, software engineering, user research, or other technical roles.

Preferred Qualifications:

  • Ten plus years of experience in a technology-related role, ideally product management, software engineering, user research, or other technical roles

  • State of Colorado relevant experience

  • Demonstrated career background and experience in large-scale, multi-year technology projects.

  • Experience with successful customer and stakeholder relationship management in a technology environment.

  • General understanding of and experience with budget and allocations including funding sources specific to State Government (tax, grants, cash, etc.).

  • Experience in a leadership role managing technology teams or multiple simultaneous projects.

  • Experience and understanding of the importance of the business requirements and roles and responsibilities in building IT infrastructure and systems.

DEFINITION OF PROFESSIONAL EXPERIENCE:

Work that involves exercising discretion, analytical skill, judgment, and personal accountability, and responsibility for creating, developing, integrating, applying, and sharing an organized body of knowledge that characteristically is uniquely acquired through an intense education or training regimen at a recognized college or university; equivalent to the curriculum requirements for a bachelor's or higher degree with major study in or pertinent to the specialized field; and continuously studied to explore, extend, and use additional discoveries, interpretations, and application and to improve data, materials, equipment, applications and methods.
