Description of Job:

The Financial Assistance Office exists to plan, manage and direct formulaic and discretionary grant programs which provide financing and technical assistance to local governments in the areas of public facilities and services. Annually, over $ 200 million is awarded and distributed to local governments. All funding programs managed by the Office require it be the main point of contact and compliance to state accountability organizations including the state legislature. The Financial Assistance Office serves the entire state of Colorado.

This position manages the day-to-day activities of the CDBG Economic Development Business Program , including Loan Funds, CDBG Infrastructure Assistance, and Feasibility/Planning Grants. This position is considered the staff authority on CDBG economic development projects and such authority is needed to support the programs and the work unit’s overall mission.

Job Duties

Specific duties include but are not limited to:

Grant and Business Loan Fund Award and Project Management

  • Develops program funding strategies, systems, and policies for utilizing the allocated dollars of the annual appropriation, processes, and economic development guidelines (contained within the CDBG Guidebook published by DOLA) and standards for the CDBG Economic Development Business Loan Fund Program, the CDBG Economic Development Infrastructure Assistance Program, and the CDBG Economic Development Feasibility/Planning Study Program.

  • Implements policies and processes set forth for the 14 Regional Business Loan Fund administrators and staff and decisions made by the Governor’s Financial Review Committee.

  • Makes recommendations and prepares presentations for review and approval by the Governor’s Financial Review Committee.

  • Provides on-going grant monitoring and technical assistance to grantees.

  • Collaborates closely and frequently with the Office of Economic Development, and International Trade (OEDIT) to align this programming with OEDIT’s access to capital program.

Management of Business Loan Fund

  • Completes analysis and review of individual Business Loan Fund projects submitted by the Business Loan Fund grant recipients. This involves reviewing the financial history, income and cashflow projections, and credit standing of small business borrowers.

  • Review funding requests and underwriting on the loans submitted by the Business Loan Fund administrators and make changes if necessary, prepare analysis and provide recommendations for approval.

  • Ability to review, advise on and help design loan and capital structures for businesses involving CDBG Business Loan Funds in combination with multiple other funding sources, including private bank loans, SBA and other federal and state funding sources and programs.

  • Execute and manage contracts with Business Loan Fund administrators in compliance with the federal funding requirements. Track budgets and summarize and present outcomes to the FRC.

Technical Assistance, Program Outreach, Training and Representation

  • Provides technical assistance to grantees, the Colorado Office of Economic Development and International Trade (OEDIT) and DOLA staff.

  • Represents OEDIT and DOLA at various functions/meetings/forums pertaining to CDBG Economic Development programs with a variety of targeted audiences (including legislators, bankers, businesses, economic development officials, local elected officials, and local municipal and county staff).

  • Provides ongoing technical assistance on site and virtual (including interpretation of federal regulations and potential contract compliance).

  • Provides semi-annual training to the Business Loan Fund administrators.

Experience Only:

Seven (7) years of professional experience including business/commercial underwriting on loans and grant administration.

OR

Education and Experience:

Bachelor’s degree in accounting, finance, business management or a closely related field as determined by the department.

AND

Three (3) years of professional experience including business/commercial underwriting on loans and grant administration.

OR

Master’s degree in accounting, finance, business management or a closely related field as determined by the department.

AND

Two (2) years of professional experience including business/commercial underwriting on loans and grant administration.

OR

Doctorate degree in accounting, finance, business management or a closely related field as determined by the department.

AND

One (1) year of professional experience including business/commercial underwriting on loans and grant administration.

Preferred Qualifications:

  • State of Colorado government experience in grant administration

  • Experience in federal grant administration

  • Community Development Block Grant program knowledge

  • Deep knowledge of and experience with loan programs

  • Knowledge and experience with contract administration

  • Knowledge and experience with data reporting

  • Passion for and experience with supporting rural communities and businesses

  • Experience in customer service, including working with stakeholders with varying degrees of knowledge and/or technological skills
