Description of Job

This position supervises the full-time federal financial reporting team that consists of three Accountant IIIs. This position formulates a framework for statewide federal reporting requirements, primarily Coronavirus State Fiscal Recovery Funds, including the collection, analysis, and preparation of the required federal reporting packages. This position also determines the structure for state management and transparency reporting for these funds.

A summary of the duties and responsibilities will include, but are not limited to, the following:

Essential Duties & Responsibilities

Provide supervision and daily oversight for the Federal Financial Reporting team. Effectively manages staff, adjusts to changing priorities, applies sound practices and judgment, and complies with HR and statewide policy directives.

Develop and oversee the data collection, reconciliation to CORE, and submission of quarterly federal Coronavirus Fiscal Recovery Funds reporting to the US Treasury, and other programs (i.e., Coronavirus Relief Funds, Emergency Rental Assistance, etc.) as needed.

Develop and oversee the development and coordination of state management and transparency reporting of federal COVID-19 funds.

Provide technical assistance to agencies in support of federal COVID-19 accounting and reporting.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

MINIMUM QUALIFICATIONS:

Experience Only:

At least eight (8) years of relevant experience in an occupation related to the work assigned to this position which must include at least one (1) year of experience supervising staff

OR

*Education and Experience:

At least a Bachelor's degree from an accredited institution in a field of study related to the work assignment, which include 24 semester hours in accounting or auditing

Additional appropriate experience will substitute for the degree requirement on a year-for-year basis.

AND

At least four (4) years of professional experience in accounting, reporting or auditing related to the work assigned to the position which must include at least one (1) year of experience supervising staff OR additional appropriate education will substitute for the required experience on a year-for-year basis.

There is no substitution for the one (1) year of supervisory experience.

Substitutions:

Current, valid licensure as a CPA from the Colorado Board of Accountancy will substitute for the degree requirement and two years of the required experience.

The exceptional candidate will possess the proven ability or accomplishment in the following preferred qualifications:

  • Previous State Service related to the work assigned to the position.

  • Experience with Core and infoAdvantage, federal reporting, and data analysis.

  • Experience with State of Colorado Governmental accounting policies & procedures; familiar with CORE budget & accounting.

Conditions of Employment:

  • A pre-employment criminal background check will be conducted as part of the selection process.

  • Department of Revenue Tax Check

  • Must have and maintain a valid Colorado Driver's License

  • Travel as needed for meetings and conferences

Appeal Rights:
