Summary:

The Clinical Systems Manager of Medical Digital Imaging and Departmental Systems is responsible for the design and management of the institutions digital imaging systems, enterprise archive, voice recognition systems and other departmental systems. The manager oversees the design, selection, implementation, optimization and support of all enterprise systems as well as provide technical oversight of the design, implementation and optimization of all departmental digital imagining systems, digital archiving and voice recognition systems. In this role, the manager provides administrative oversight for all departmental groups that manage and/or maintain digital imaging or voice recognition systems and will ensure that they run efficient and effectively on a day to day basis. They will also assist with the integration of the enterprise digital imaging system into the enterprise patient record and other ancillary information systems as required. The manager assesses both the clinical and educational needs of end users and provide mechanisms to allow appropriate assess to digital images and voice recognition. Responsibilities:

  1. Manages and oversees the implementation of new digital imaging and voice recognition systems within the institution. Ensures delivery of products that enable business value.

  2. Responsible for assessing departmental needs in terms of digital imaging requirements and voice recognition and provide recommendations to upper level management for the procurement of new digital imaging systems and voice recognition or expansion of current systems.

  3. Assigns and coordinates resources to meet group goals.

  4. Responsible for assisting with the installation of all modalities and system acceptance prior to the clinical use of imaging devices and introduction of images into the enterprise archive.

  5. Anticipates and is proactive towards meeting customer needs.

  6. Provides technical advice to department managers/directors when purchasing digital imaging modalities and systems.

  7. Works within IS to present one face to the customer.

  8. Participates in strategic planning and department coordination.

  9. Balances needs for support, maintenance and administrative tasks with projects.

  10. Monitors group portfolio of projects; works with project managers to identify and resolve risks and issues.

  11. Reviews and approves Business Cases and SOW for small projects (may review large projects). Manages support vendors and assists in contract negotiations.

  12. Builds a positive and productive relationship with digital imaging services personnel.

  13. Acts as liaison between departmental system managers and ISD core groups to ensure all systems are maintained in accordance with established policies and procedures.

  14. Identifies systemic group problems. Proactively initiates standard repeatable group processes where appropriate.

  15. Sets and meets cost center budget(s)

  16. Mentors Project Managers and Business Leads.

  17. Participates and supports the HSM program.

  18. Responsible for employee reviews and career development.

  19. Other duties as assigned.

Required Job Qualifications:

• Bachelor’s degree in computer science, information systems, health care or related fields.

• An Associate Degree and nine to ten (9-10) years of experience developing custom and web-based applications will be accepted in lieu of a bachelor’s degree.

• Five years of DICOM and PACS application implementation or support experience.

• Six years of overall experience leading to increasing responsibilities.

• Strong understanding of workflows in clinical settings involving imaging technology, PACS systems support and imaging modalities.

• Strong oral and written communication skills.

• Demonstrated influencing skills.

• Demonstrated ability to creatively solve complex issues.

• Command of common office tools (e.g. Microsoft Office Suite, Visio, e-mail).
