U.S. Army Corps of Engineers BUDGET ANALYST in Buffalo, New York

Summary Serves as financial advisor to the Chief, Engineering and Construction (E&C) Division. The work involves, but not limited to, technical and administrative responsibilities for, and control over, the formulation, justification, and execution of the Division's operating budget and District's Combined Departmental Overhead Budget. Maintains a balance in efficiency and economy of operations for the Division's budgets. Responsibilities Budget Analyst develops, coordinates, and manages the District's annual operating budgets. Develops, coordinates, and submits for Budget Officer’s approval the District annual General and Administrative offices Operating Budget which reflects total income and expenses for the fiscal year. Monitors budget and program execution using data from finance and accounting records, manpower utilization reports, budget estimates, and obligation documents. Makes continuing review and comparison of actual obligations and expenditures against program plans. Analyzes and makes recommendations to the Senior Budget Analyst on administrative and overhead rates based on workload, income and expense projections. Routinely reviews overhead balances and need for review of overhead rates. Prepares or monitors preparation of required periodic and special reports. Collaborates with other organizations (i.e., manpower control activity in Resource Management Office, Programs Management Branch, and technical elements) in forecasting and justifying requirements. Provides budget and funding information on request to higher echelon. Requirements Conditions of Employment Qualifications Who May Apply: US Citizens In order to qualify, you must meet the education/experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: GS-11 I have one year of specialized experience equivalent to the GS-09 grade level in the Federal service which includes performing statistical budget estimates, justification statements, and budget execution plans for essential programs and activities. OR Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. Related education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as accounting, business, economics, finance, political science, or statistics. You will be evaluated on the basis of your level of competency in the following areas: Concepts, Policies, and Principles of Budget Financial Management Analysis Oral Communication Teamwork Education FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
