National Oceanic and Atmospheric Administration Physical Science Technician in Boulder, Colorado
Summary This position is located in the National Oceanic and Atmospheric Administration (NOAA), Office of Under Secretary with five vacancies in Boulder, CO. Responsibilities As a Physical Science Technician, you will perform the following duties: Provides technical oversight to a team conducting Space Traffic Coordination activities, to include directing tasks, reviewing assignments, and explaining work tasks and best practices. Ensures safety of flight issues, including commercial human spaceflight, conjunction analysis, space debris ephemeris updates, commercial satellite owner/operator coordination/ephemeris updates, pre-launch, launch and early orbit support, and database operation. Performs updates that support an orbital database ensuring safety of navigation in space and performs updates that support conjunction assessment and collision avoidance for other active payloads. Works with external entities to task sensors for direct observation of satellite location in support of safety of navigation in space. Conditions of Employment: COOP and Emergency Essential designation. Position is 24/7, weekend and holiday work on a rotating shift schedule. May require long periods of standing, bending, or stooping during high priority or emergency events. This position requires the submission of a Financial Disclosure Form, OGE 450. Requirements Conditions of Employment This position will be filled under the DOC Alternative Personnel System (CAPS). This system replaced the Federal GS pay plan and structure. Under CAPS, positions are classified by career, pay plan, and pay band. The ZT-5 is equivalent to the GS-13. Qualifications This position is Open Continuous Announcement (OCA) that allows acceptance of applications throughout the year. SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. To qualify at the ZT-5 (GS-13) grade level: Applicants must possess one full year (52 weeks) of specialized experience equivalent to the ZT-4 (GS-12) in the Federal service. Specialized experience MUST include all of the following: Validating systems schedules, command programs, orbital data, or operational instructions to support orbital satellite operations; Participating with the ingest, distribution, or processing of spacecraft data to aid in spacecraft control; and Operating ground support equipment for space operations. Education There is no education requirement/substitution for this position.
