Primary Purpose

The Benefits and Wellness Administrator plays a pivotal role connecting HR to all employees. This position implements and manages all of COCC’s benefit plans, wellness initiatives, employee leaves and accommodations, and supports employee retention. Additionally, this role develops and coordinates employee new hire orientation, onboarding, and recognition programs alongside College stakeholders.

Essential Duties and Responsibilities

Benefits Administration:

  • Benefits administrator and day-to-day point of contact for comprehensive staff benefits.

  • Provide clear, concise, and effective communication with internal and external stakeholders for all benefits offered by COCC . Facilitate the College Insurance Committee.

  • Serve as primary administrator for the OEBB database. Utilize COCC’s HRIS , Banner ERP , and other software applications to collect, retain, and analyze accurate data for benefits and leaves. Maintain the confidentiality and integrity of employee data. Complete regular audits for compliance.

  • Responsible for Affordable Care Act ( ACA ) reporting including quarterly audits, annual audits and the annual distribution of 1095 forms. Collaborate with HR, Payroll, and Information Technology Services ( ITS ) staff to ensure compliant, efficient, and thorough ACA oversight.

  • Facilitate the benefits enrollment process, providing guidance to employees in making informed decisions about complex benefits options.

  • Maintain HR webpages ensuring all benefits and wellness information is current and accurate.

Leave Administration:

  • Serve as point-of-contact for employee leave communication, intake, eligibility verification, coordination, and record keeping for Federal and State leave laws.

  • Provide accurate and compliant leave tracking and processing. In conjunction with the HR, Payroll, and ITS teams, identify opportunities for enhancing the employee experience and streamlining administrative processes.

  • Oversee ADA requests for accommodations and coordinate interactive processes.

Employee Retention:

  • In alignment with COCC’s strategic plan and COCC’s commitment to a healthy workplace culture; develop, coordinate, manage, and evaluate COCC wellness programs, resources, and initiatives. Serve as the standing HR representative to the College Community Development Committee, providing HR and Wellness perspectives and coordination.

  • Facilitate employee recognition awards; assist with the administration of recognition policies, procedures, and ongoing improvement.

  • Develop, deliver, and coordinate the ongoing improvement of new hire orientation and onboarding activities in collaboration with the HR Operations Manager and other COCC staff.

  • Develop and deliver employee training at regular intervals and provide outreach related to benefits, leaves, wellness, onboarding, retention, and recognition.

  • Knowledge of and familiarity with Human Resource functions and professional practices.

  • Knowledge of and familiarity with employee benefits administration, employee retention and wellness.

  • Ability to interpret Federal/State employment and labor laws and apply them to COCC’s HR functions.

  • Ability to initiate and effectively manage multiple projects, apply critical thinking skills, and prioritize workload to meet varying deadlines.

  • Ability to work both independently and collaboratively with minimal supervision within a high performing team environment.

  • Ability to communicate in a diverse workplace using clear and effective verbal and written skills, via various mediums/modalities, using the English language with or without the use of an interpreter.

  • Ability to understand, interpret, and apply multiple collective bargaining agreements in a higher education environment.

  • Ability to provide exceptional service to the COCC community with empathy, integrity, and accountability.

  • Ability to maintain confidentiality of information and documents while ensuring correct procedures are followed.

  • Proficiency in technology, including MS Software applications (Outlook, Word, Excel) and database programs: ability to learn new software applications on an ongoing basis to improve workflow and efficiency.

  • Skills in researching, analyzing, and applying HR processes, programs, systems, and information and making recommendations for improvement.

  • Skills in coordinating activities with other internal departments and external agencies.

    Ergonomic Requirements

Working hours are generally Monday through Friday from 8:00am – 5:00pm. Additional hours or schedule changes may be required based on work requirements. Travel to Branch Campuses occasionally required. Work is performed in an ordinary office setting, mostly sitting with frequent computer use. Requires the ability to work at a workstation for extended periods. Requires the ability to write and read written materials and computer screens, and ability to use telephonic conversations. Occasional lifting up to 20lbs. All individuals are required to be able to perform the essential functions without a significant risk of injury or to otherwise demonstrate or explain how they can perform the essential functions listed above.

Minimum Requirements

Education

  • Bachelor’s degree in Human Resources, Business Administration, Psychology, Communications, or related field.

Experience

  • Minimum three years of experience with any combination of the following:

  • Group medical benefits

  • Medical Leave Laws

  • Employee Wellness and/or Retention programs

License

  • None required but HR certification ( SHRM -CP/ SHRM - SCP , PHR / SPHR ) is supported; ongoing HR professional development required.
