The Louisiana Department of Revenue (LDR) is responsible for fairly and efficiently collecting state tax revenues to fund public services, to regulate charitable gaming and the sale of alcoholic beverage and tobacco, and to support state agencies in the collection of overdue debts. Collectively, each program, unit, division and group work together to provide the core services to taxpayers of the State of Louisiana and stakeholders of the agency. LDR is comprised of the following groups: Tax Collection, Charitable Gaming, Alcohol and Tobacco Control (ATC), Debt Recovery, and Louisiana Tax Free Shopping Commission.

The Business Services Division provides a planned, systematic agency-wide approach to identifying, designing, measuring, prioritizing and monitoring quality management activities; formalizing, initializing and executing new projects; monitoring current department productivity by managing production issues with agency-wide applications and procedures; and incorporating state-wide objectives Into the Louisiana Department of Revenue (LDR).

This Vacancy will be filled by a current classified employee of the Louisiana Department of Revenue.

ABOUT THIS POSITION:

  • Executes the activities of the Business Analysis section by coordinating requests from LDR Business Units for system changes, major initiatives and the resolution of any system issues.

  • The incumbent is responsible for documenting business requirements while collaborating with the office of Technology Support (OTS) resources to confirm the completion of requests.

  • Manages the appropriate staff within the guidelines of current and long- range plans.

  • Oversees business relationships, information consulting, and related business functions in support of:

  • Communication with agency administrators, management personnel, end-users, suppliers, vendors, partners, and regulatory bodies through correspondence, email, telephone and participation in operational, strategic and individual client meetings for analysis of need and recommendation of business and technology solutions.

  • Business process/program analysis to include identification of process gaps and implementation of corrective measures.

  • Ensures proper documentation and procedures are followed for audit purposes.

  • Manages and maintains the project management methodology including requests from LDR business units for system changes, problems, and major department wide data dictionary, document templates, identifying project phases, reporting and planning information for successful project delivery. Responsible for the delivery of projects aims and objectives as outlines in the relevant specifications for assigned projects.

VACANCY INFORMATION:

This posting may be used to fill vacancies in other divisions available within the Louisiana Department of Revenue within 90 days of the closing date.

This position may be filled as a:

Current permanent status classified LDR employees may be required to accept a Probational appointment if selected.

This position will be domiciled inEast Baton Rouge Parish. Applicants must select this parish on their application to indicate that they are available to work in the parish of this vacancy.

A Tax and Natural Disaster Clearance will be conducted on all selected applicants to validate the timely submission of tax returns and payments. It is a requirement that all Revenue employees must adhere to all tax laws of the State of Louisiana.

LA R.S.15:587.5, 587.6 and the IRS require the Louisiana Department of Revenue to conduct a criminal history records check of a prospective employee who will access federal tax information to perform job duties. Any applicant who receives and accepts a conditional offer of employment will require a completed criminal history records check prior to his or her first day of work.

Minimum Qualifications

MINIMUM QUALIFICATIONS:

A baccalaureate degree plus five years of professional level experience in financial auditing, accounting, tax systems work, taxpayer assistance, tax enforcement, tax collection, tax auditing, tax audit review, tax law, tax accounting, management analysis, or administrative services.

SUBSTITUTIONS:

Six years of full-time work experience in any field will substitute for the required baccalaureate degree.

Candidates without a baccalaureate degree may combine work experience and college credit to substitute for the baccalaureate degree as follows:

A maximum of 120 semester hours may be combined with experience to substitute for the baccalaureate degree.

30 to 59 semester hours credit will substitute for one year of experience towards the baccalaureate degree.

60 to 89 semester hours credit will substitute for two years of experience towards the baccalaureate degree.

90 to 119 semester hours credit will substitute for three years of experience towards the baccalaureate degree.

120 or more semester hours credit will substitute for four years of experience towards the baccalaureate degree.

College credit earned without obtaining a baccalaureate degree may be substituted for a maximum of four years full-time work experience towards the baccalaureate degree. Candidates with 120 or more semester hours of credit, but without a degree, must also have at least two years of full-time work experience to substitute for the baccalaureate degree.

A master's degree will substitute for one year of the required experience.

Possession of designation as a Certified Public Accountant or CPA Inactive will substitute for one year of the required experience.

Possession of a current license to practice law in Louisiana will substitute for two years of the required experience.

NOTE:

Any college hours or degree must be from an accredited college or university.

NOTE:

This position requires travel on a regular basis to audit locations or attend meetings, conferences, training classes, or other work locations throughout the United States.
