Job/Position DescriptionHuman Services Spec IVDisaster Assistance Unit Supervisor Supervises a disaster assistance unit in the Other Needs Assistance (ONA) provision of the Federal Assistance for individuals and Households Program (IHP). Directs unit activities to ensure consistent and appropriate application of federal and state regulations, policies and procedures. Reviews unit production to ensure standards are met and to evaluate unit performance and effectiveness. May represent the Health and Human Services Commission (HHSC) in administrative hearings. May represent HHSC at the State Emergency Operations Center, Disaster Field Office, Disaster Recovery Centers, and disaster related town hall meetings. May review press releases, prepare responses for legislative inquiries, and prepare standard or ad hoc reports to keep management informed.Essential Job FunctionsCommunicates on an intermediate level with others(internally or externally) to provide, exchange, or verify information, answer inquiries, address issues, or resolve problems or complaints. (20%)Manages unit operations to achieve program objectives for service delivery by monitoring budgets and caseloads, consulting staff on case issues, and conducting unit meetings. (15%)Obtains, verifies, and calculates income and resources to determine client financial eligibility. (15%)Evaluates unit performance through casereadings, computer reports, and observing unit operations to ensure compliance with policy, procedure, and service control requirements. (10%)Reads case records to determine compliance with policies and procedures to identify trends and for corrective action. (10%)Selects, manages, and develops staff through conferences, mentoring, training and performance appraisal. (5%)Interviews clients or authorized representative to gather information to determine eligibility for benefits. (5%)Conducts reviews to determine or verify eligibility or continued eligibility and benefit level. (10%)Explains program services and policies and makes referrals to agency programs, other state agencies, or community resources. (5%)Determines eligibility and facilitates client access to supportive services (for example, child care, transportation, housing, education, training, employment, medical and family planning.)
