DEPARTMENT OF STATE HEALTH SERVICES Director of Public Health Nursing in Austin, Texas

Job/Position DescriptionDirector of Public Health NursingThis position may be authorized for partial telework. Schedule will be discussed upon hire.The Director of Public Health Nursing provides senior nursing consultation, public health policy recommendations and public health expertise on a wide variety of public health topics. Provides guidance for and assists with maintaining standardization of clinical policies and procedures for all DSHS Public Health Regions, including policies addressing medication and other clinical errors/omissions, standing delegation, and standing medical orders. Serves as an expert in public health nursing science in the strategic planning of public health operations. Provides analysis, evaluation, and recommendations for improvement of nursing practice for approximately 250 regional and local health department nurses throughout the state. Serves as a resource to address nursing scope and practice questions and ensures compliance with a broad range of state health and environmental codes, regulations, and policies. Participates in multi-faceted agency projects and coordinates with academic partners, stakeholders, and regional and local health department programmatic planning, assessment, and quality assurance and improvement of nursing and other clinically related activities. Works under minimal supervision with extensive latitude for the use of initiative and independent judgment.This position is headquartered in Austin (alternate work location may be considered for this position) and is part of the Regional and Local Health Operations (RLHO) Division. Guides standardization of clinical policies and procedures, including policies addressing medication and other clinical errors/omissions, standing delegation, and standing medical orders. Supports nursing professional development. Establishes and maintains a mentoring, peer advising, and professional development system for the DSHS nursing workforce. Establishes and maintains systems for nursing license verification and for nursing peer review, which meets requirements of the Texas Board of Nursing, for the Public Health Regions and other agency areas employing licensed nurses who carry out nursing care/services. Trains on Texas Nursing Practice Act and relevant Texas Board of Nursing rules and regulations. Provides information, consultation, and recommendations regarding nursing standards of care and best practices.(30%) Nursing Practice Improvement, Nursing Organizational Assessment, and Cross-program Integration. Leads evaluation of public health nursing practice and business operations using science-based evidence, statistical analysis, and other methodologies to provide high quality public health services. Provides subject matter expertise in planning the development of service delivery and evaluates nursing practice to address the needs of culturally diverse clients and communities regionally and statewide. Provides expertise in public health and nursing science in the strategic planning of regional and local public health nursing practice.
