General description Join the Texas Comptrollers Office as a CAPPS HR/PY Payroll Analyst for Agency Services! Work involves performing advanced (senior level) computer systems analysis work. Work involves research, analysis, and problem solving on issues relating to system functionality and requirements. Work requires collaboration with other divisions within the Comptrollers Office, other state agencies and institutions of higher education. Works under minimal supervision, with considerable latitude for the use of initiative and independent judgment. Minimum Qualifications Graduation from an accredited college or university with a bachelors degree. Three years of experience with system processing/support or systems analysis work in any one or combination of the following: Human resources Time and labor Position management Payroll, performance management Learning management Talent acquisition management Identity access management (IAM) Employee/manager self-service systems. Preferred Qualifications Graduation from an accredited college or university with a bachelors degree in Business, Public Administration, Communications, Computer Science, Computer Information Systems, or Management Information Systems. Developing requirements, analyzing, designing, developing, testing and implementing components of the Comptrollers statewide financial systems (Centralized Accounting and Payroll/Personnel System, Human Resource Information System, Standardized Payroll/Personnel Reporting System, Uniform Statewide Payroll/Personnel System, Texas Identification Number System, and Uniform Statewide Accounting System). Experience creating training curricula, conducting training classes, and evaluating training classes or programs. Experience participating in large projects. Substitution: One additional year of experience with system processing/support or systems analysis work in any one or combination of the following: human resources, time and labor, position management, payroll, performance management, learning management, talent acquisition management, identity access management (IAM) and/or employee/manager self-service systems. May substitute for thirty semester hours of educational with a maximum substitution of 120 semester hours (four years). Qualifications: In this role you will: Initial/Expedited System Support:Provides system support to Texas state agencies and Institutions of Higher Education to identify, research, analyze, and resolve specific human resource and payroll related issues utilizing the statewide systems, primarily Human Resource Information System (HRIS), and Standardized Payroll/Personnel Reporting System ( PRS). Duties may include, but are not limited to: Assist with meeting and fulfilling HRIS compliance. Identify issues, plan, and draft and develop requests for modifications and/or enhancements to HRIS and SPRS. Analyze moderately complex functional and technical specifications and participate in work sessions. Assist with system testing of interfaces between agency internal systems and statewide systems. Works with system SMEs to define integrations and data sharing needs. Rapidly screens, assigns, and/or works incoming requests, including data changes and information requests. Oversees and/or conducts training of staff prior to the implementation of technical and/or computer systems and offers advice and guidance during the implementation process. Assists with system upgrades, releases, and disaster recovery activities and serves as ERG Primary Telework participant. Provides training assistance and User Acceptance Testing support for designated agency personnel. Provides Level 2 IAM/TDIS support for all CAPPS Central towers (HR/Payroll, ELM, and Financials) including password resets, account unlocks, and other delegated administration tasks as necessary and appropriate. Communicates complex concepts both verbally and in writing. Performs other related tasks and responsibilities as required or assigned in response to business need. All production support is expected to account for the system interdependencies with other functionality, modules, legacy systems, reporting needs, and overall data integrity. Statewide Reporting Support:Provides support to the Texas state agencies and Institutions of Higher Education for all statewide reporting. Duties include, but are not limited to: Maintain and update internal and external communication. Set and maintain yearly deadlines. Assist with incoming inquiries and escalated issues. Provide technical support. Customer Service: Provides all customer-facing responsibilities in support of the Texas state agencies and Institutions of Higher Education. Customer Service duties include, but are not limited to: Provides Help Desk coverage by responding to inquiries on the Help Line, the shared email account, and the Service Request ticketing system. Responds to written inquiries expeditiously and professionally. Assesses and properly escalates Service Requests. Maintains service requests with current information and an accurate status. No service request is closed without a documented and tested resolution; and concurrence from the submitting agency. Performs related work as assigned. Have knowledge of: Software development life cycle methodology. Software change control processes. Structured query language. Human resources, payroll, and accounting processing procedures. Skill in: Performing business or system analysis using a defined methodology. Identifying and analyzing resources needed and actions to be taken to ensure division needs are met with the quality product. Prioritizing, identifying, communication project resources and updates needed to complete multiple projects concurrently within scheduled deadlines. Effectively conveying information and encouraging an exchange of ideas. Identifying, defining and solving problems.
