Job Summary:

The Headquarters Department of the Army (HQDA), Office of the Deputy Chief of Staff, G9 (ODCS, G9), Enterprise Architecture (EA) - Specialized Design and Compliance Support Services requires reliable and timely Information Technology (IT) services to support ODCS, G-9 directorates and the Army-wide installations enterprise. With a broad depth of capabilities that spans across the PWS task areas, Five Rivers Analytics, LLC (FRA) is a capable and technically qualified, mission-focused small business, honored to be considered for this requirement. FRA is a trusted and proven 8(a) small business (SB) through its current IT support to multiple US Army organizations.

FRA will provide specialized design services and technical analysis services for the program office supporting installation management capabilities modeling. We will provide assistance to the program office in the execution of the design and analysis services for a range of initiatives relating to ODCS, G-9 Enterprise Architecture such as;

  • Design and production of technical and business analysis products.

  • Draft substantive narrative for transformation initiatives.

  • Render technical illustrations for architecture scenarios.

  • Technical Modeling.

  • Data Modeling and Analysis.

  • Compliance Support.

  • Develop detailed recommendations for enhancing the existing architecture.

  • Include actionable steps for modernization, cloud migration, and the implementation of DevSecOps practices.

  • Provide analytical reports that outline the rationale and expected benefits of each recommendation.

  • Provide clear and well-documented deliverables for all enterprise architecture design and analysis work.

  • Deliverables will include analytical reports, architectural diagrams, narratives, outline/document process and actionable recommendations.

  • Ensure that each deliverable contributes to the overall modernization and optimization goals.

Develops and coordinates Information Technology strategy and oversees implementation of integrated systems. Improves, and upgrades enterprise services, software, and hardware. Identifies, leverages, and recommends new technologies. Establishes infrastructure with required security levels. Understands various government architectures, business modeling practices using object-oriented UML methods, end-user requirements including publications and plans, configuration management processes and tools. Performs work independently. Considered a high-level specialist who regularly interacts and works with senior management. Uses advanced techniques, theories, and processes to complete work.

FRA will provide experienced personnel who will work with the ODCS, G-9 Portfolio Management & Architecture Division to assist in the Government's compliance with Federal, DoD, and Army guidance, methodologies, initiatives, and models to develop its functional domains.

Responsibilities

Job Responsibilities:

  • Provide updates in the software/tool used by the Government to track EA projects and embrace agile methodologies.

  • Use their expertise to provide detailed recommendations for Enterprise architecture improvements, subsuming redundant systems, better reporting capability, and timely updates of required artifacts and information in the systems as required by the Government.

  • Collect and document the key capabilities of each system. The information must be organized in a fashion that will enable analysis of redundant, duplicate, and archaic capabilities.

  • Use their expertise to recommend systems and capabilities that can be subsumed, sunset, and modernized based on this analysis. All recommendations must be substantiated by clearly documented analysis.

  • Have the ability to analyze new requirements in light of the existing systems and their capabilities and ensure that any new requirement is not duplicative and enhances IE&E's domain mission.

  • Develop concrete measures to incrementally improve processes.

  • Deliverables may include additional tasks as determined by the government leadership that supports the EA activities.

  • Use, adopt, and leverage tools and capabilities that the government determines as necessary to monitor, track, and document progress.

  • Ad hoc On-Site support may be required by the government as needed for projects, meetings, and other special requirements.

Qualifications

Minimum Qualifications:

  • Bachelor’s degree in Computer Science, Information Technology, or a related field (Master's degree preferred).

  • Currently hold an active Secret clearance.

  • Extensive experience (typically 10+ years) in business enterprise architecture.

  • Proven track record of leading and delivering complex architecture projects in government settings and developing architecture documents/designs and drawings.

  • Strong understanding of the Department of Defense Architecture Framework (DoDAF) preferred.

  • Experience working on government contracts and compliance with federal regulations.

  • Ability to provide Ad hoc On-Site support as required by the government as needed for projects, meetings, and other special requirements.

Desired Qualifications:

  • Program Management Professional (PMP) certification is preferred, but not required.

  • Industry certifications such as TOGAF or Zachman Framework certification.preferred, but not required.
