Position Description & Overview : Black Bear Technology Solutions, LLC, (B2TS) currently has an opening for an Facility Security Officer (FSO) to work in our Alexandria, VA office. This is an exciting opportunity to join a rapidly growing small business, and to use your diverse experience and knowledge to help B2TS to provide world-class support to our clients and their mission critical needs. This position requires expertise in all disciplines of the Industrial Security Field, and you will be required to interface with all levels of company and government management, as well as employees and subcontractors, in order to cultivate and maintain optimal contract performance. This position is responsible to provide security oversight and guidance relative to 32 CFR 117, National Industrial Security Program, program security guides and other directives. This position will report directly to the B2TS Director of Industrial Security / Corporate Facility Security Officer (FSO) in maintaining the Black Bear Technology Solutions Industrial Security Program as required by the Defense Security Counterintelligence Agency (DCSA), and in support of the National Industrial Security Program (NISP). In addition to expertise in all disciplines of the Industrial Security field, the successful candidate will possess an extensive breadth of demonstrated business, financial and management knowledge, skills, and abilities to ensure maximum effectiveness. A confident, take charge demeanor is crucial and you must be able to make critical security decisions for dynamic, high value programs and initiatives, both with the government clients and internal B2TS projects. Be able to drive constructive change within the organization – bring your best practices to bear and engage / foster process improvement initiatives. Must possess strong interpersonal skills and the ability to effectively communicate with individuals and teams, verbally and in writing. Prior experience as an FSO or AFSO in a dynamic environment is required. Essential Functions, Responsibilities & Duties May Include, But Are Not Limited To : As the Director of Industrial Security / Corporate Facility Security Officer; develops, implements, and maintains of the Black Bear Technology Solutions Industrial Security Program, and ensures company and client security requirements are met.

  • Process new employee’s for any/all security clearance actions to include required continuous vetting.

  • Tracks security clearance investigations and performs administrative support functions, including DISS (and soon to be the NBIS) databases and Electronic Questionnaires for Investigations Processing (e-QIP) administration.

  • Assists in the preparation and communication with personnel requiring Fingerprint services.

  • Provides security briefings, debriefings, and awareness training for all required personnel.

  • Processes all Visit Access Requests (VARS); both hard copy and electronic (DISS).

  • Reviews required forms, processes, and screens any required contract security documents to include the SF85, SF85P and SF86 forms.

  • Prepares facility clearance security reviews, audits and inspections. Assists in the management of the company’s completion and retention of personnel security clearance records and files.

  • Conduct self-inspections and participate in the review(s) of all current security processes to ensure compliance.

  • Coordinates the closeout for all classified projects.

  • Conduct all department activities to ensure all industrial security requirements and objectives are met.

  • Perform other/additional duties as assigned, but without interference with the duties and responsibilities of the FSO position.

    Required Experience, Knowledge, Skills & Abilities : Threshold:

  • Current in-scope DoD TS Clearance

  • DCSA FSO training and certification for Non-possessing facilities

  • Minimum of two years of FSO/AFSO experience – References required

  • Ability to work independently, while managing competing workloads, and demands

  • Experience using the Defense Information System for Security (DISS), NISS, e-QIP

  • In-depth knowledge of the National Industrial Security Program Operating Manual (NISPOM), 32 CFR 117

  • Excellent interpersonal and organizational skills, with the ability to effectively communicate both verbally and in writing

  • Strong Adobe Acrobat Pro and MS Office Suite experience: Outlook, Word, Excel, & PowerPoint

  • Ability to move within the office to access file cabinets, office machinery, etc.

  • Acute ability to multi-task in a fast-paced environment with great attention to detail

    Objective:

  • BS/BA degree, or higher, in a related field (e.g., Criminal Justice/Criminal Law, Homeland Security, Business Administration) preferred. Equivalent work experience in a related career or Military Occupational Specialty may be considered in lieu of a degree.

  • Industrial Security Professional (ISP) certification

  • Thorough working knowledge of the NISPOM, other relevant DoD security guidance, DCSA guidance and Intelligence Community Directives (ICDs)

  • Strong working knowledge of SIMS, DISS, NISS, ACCS, SWFT and E-Qip

  • Experience in the end-to-end tasks of clearance processing, to facilitate the employee interaction / experience with the SSC, and engaging with new hires to ensure timely completion of required tasks

  • Experience in conducting security indoctrinations and orientations for newly hired staff

  • Experience conducting security incident inquiries and writing investigation reports for use internally within the company as well as for distribution to outside entities as necessary

  • Ability to manage multiple simultaneous projects, organize and prioritize under pressure

  • Commitment to Security – create and deliver high quality, high value efforts for our clients

  • Interact with corporate leadership and program management teams on insider risk management activities

  • Experience with Technology Control Plans (TCPs)

  • Experience with proposal development and contract closeout processes

  • Strong working knowledge of federal contracts and contracting processes
