Minimum Qualifications No exam is required under the New York Hiring for Emergency Limited Placement Statewide (NY HELPS) Program. Applicants must meet the NON-COMPETITIVE MINIMUM QUALIFICATIONS listed below to qualify for this title. NON-COMPETITIVE MINIMUM QUALIFICATIONS All candidates for Auditor Trainee must possess a bachelor's or higher degree in accounting, auditing, or taxation OR a bachelor’s degree or higher with 24 semester credit hours in accounting, auditing, or taxation courses. Courses such as business law, economics, statistics, and most finance courses, although taken as part of an accounting curriculum, cannot be counted toward the 24 semester credit hours. In order to be appointed as an Auditor 1, Grade 18, one must meet the following qualifications:Either 1. A bachelor's degree in accounting, auditing, or taxation AND two years of professional experience in accounting/auditing or financial internal or field auditing, where you were responsible for the full range of activities in the design and/or review, analysis and management of accounting systems, resulting in the preparation of, or recommendations on, financial statements in accord with generally accepted accounting principles; OR2. A bachelor's or higher degree with 24 semester credit hours in accounting, auditing, or taxation courses AND two years of professional experience in accounting/auditing or financial internal or field auditing, where you were responsible for the full range of activities in the design and/or review, analysis and management of accounting systems, resulting in the preparation of, or recommendations on, financial statements in accord with generally accepted accounting principles; OR3. A master's or higher degree in accounting, auditing, or taxation AND one year of professional experience in accounting/auditing or financial internal or field auditing, where you were responsible for the full range of activities in the design and/or review, analysis and management of accounting systems, resulting in the preparation of, or recommendations on, financial statements in accord with generally accepted accounting principles; OR4. A currently valid Certified Public Accountant license and registration issued by New York State. CURRENT NEW YORK STATE EMPLOYEES:Current New York State employee with one year or more of permanent, competitive or 55-b/c service as an Auditor 1, Grade 18; OR current New York State employee with one year or more of permanent, competitive or 55-b/c service in a qualifying title and be eligible for transfer under section 70.1 or 70.4 of the Civil Service Law.Successful completion of the two-year traineeship leads to appointment as an Auditor 1, Grade 18.**Candidates are encouraged to access GOT-IT on the Civil Service website (www.cs.ny.gov) to determine transfer eligibility.

Duties Description The Auditor 1, Grade 18, will work the Office of Accounting, Audits, and Finance and perform duties that include, but are not limited to:• Investigating the financial activities of public utilities in connection with all types of proceedings (such as rate cases, petitions to issue securities, petitions to consolidate operations, prudence reviews, commodity clause audits, petitions for deferral accounting, etc.) before the Public Service Commission, as assigned. • Working as either the lead auditor or with more senior auditors on assigned projects related to small to mid-size utilities. • Working on specific issues related to large utilities under close supervision of senior level staff.• Familiarizing themselves with the utility company accounting practices, preparing audit plans and scoping memos, communicating audit findings, making recommendations for audit adjustments, and preparing or assisting in the preparation of session items or testimony in rate cases. • Conducting financial examinations applying Generally Accepted Accounting Principles (GAAP), specialized utility accounting and rate setting principles, Generally Accepted Auditing Standards (GAAS), and Commission policies and practices.

For the duration of the NY HELPS Program, this title maybe filled via a noncompetitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State.
