Office of Surface Mining Reclamation and Enforcement Program Analyst in Washington, District Of Columbia

Summary This position is located within the Department of the Interior, Office of Surface Mining Reclamation and Enforcement, Program Support Directorate, Division of Regulatory Support in Washington, D.C. Responsibilities At the full performance level (GS-14) the major duties of this position include, but are not limited to the following: Provide expert program analysis, policy analysis and management of special projects in the areas of hydrology and complex environmental projects in a regulatory program, formulating and interpreting national policy, guidelines and procedures for environmental programs. Provide technical analysis, review of literature and programs that support NEPA, climate change, environmental justice and migratory birds. Conducts complex analytical management and evaluative studies in diverse fields such as organizational analysis, policy development, and administrative and programmatic processes. Prepares and presents findings, conclusions, and recommendations to senior officials in clear and concise format supported by sound resources and information, persuasive rationale, and strong justifications. Plans, directs, and coordinates broad studies to analyze and evaluate the impact of OSM, Departmental, and Federal-wide proposed policies, programs and processes on the Directorate. Requirements Conditions of Employment Qualifications Minimum Qualification Requirements: To qualify for this position you must meet the Specialized Experience for the series to which you are applying. Specialized Experience To qualify for the GS-14, you must possess at least one full year of specialized experience equivalent to the GS-13 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: providing advice and guidance for improvements on policies and making recommendations; researching and interpreting program related laws and national policy, formulating and regulations, guidelines, and procedures; analyzing management information requirements to operate program or administrative reporting systems; and overseeing the development of plans and execute the analysis of both quantitative and qualitative. In addition, provide management, technical analysis and data evaluation of complex environmental projects, technical analysis of NEPA and/or other environmental protection laws, regulations, or executive orders. Merit promotion applicants must meet time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level.
