The Operating Effectiveness Advisor within Operating Effectiveness (OE) will be responsible for leading medium to large complexity, time limited projects, or components of complex programs impacting multiple business units within Connected Care Provider Operations, Consumer Health Engagement, Clinical Performance & Quality and more, to understand and evaluate business-specific requirements, and drive the development of solutions to address business needs. This will include (but is not limited to):

  • Development and maintenance of work plans and project budgets

  • Identification and assessment of stakeholders and stakeholder needs

  • Monitoring progress against goals

  • Development and maintenance of relationships with business partners

  • Development and maintenance of a change control process

  • Timely escalation of barriers to success along with identification of potential solutions

  • Concise and timely reporting tailored to appropriate stakeholder audiences

  • Mentorship and training of junior PMs

Projects may include (but are not limited to) scope and assess analysis, organizational realignment, compliance, total medical cost initiatives, new product implementation, innovation pilots, new process and technology creation and rollout, and process improvement initiatives. Work is generally scoped with some impact outside THN, where significant influence is driven amongst the areas/leadership outside of THN, and pertains to the development of new processes / capabilities where there is a lot of ambiguity and uncertainty around the work.

Job Components

  • Develops detailed project plans including cost, schedule, and resource requirements

  • Facilitates clear scope definition and defined roles & responsibilities

  • Ensures projects/intake requests integrated with other business and related projects and are completed within committed time and budget, by monitoring and managing the project and budget

  • Facilitates risk identification sessions, identifying risks and vulnerabilities, creating contingency plans, and managing to resolution

  • Establishes a governance process to monitor health of a project & conducts ad-hoc project reviews with project team, sponsors, and clients as needed

  • Produces standard project status reports, evaluating the project status and resource utilization and implementing changes to improve the team’s effectiveness

  • Identifies resource needs, constraints and risks

  • Effectively communicates with project/business participants and interested parties by adapting style and message to diverse audiences

  • Directs a broad range of functions in support of policy/process improvement activities in a matrix environment, including directing one or more teams of business SMEs involved in evaluation, design, development, and implementation of new operational controls, metrics, information management systems, and automated processes

  • Assists with researching operational policies/processes/ procedures to standardize and develop best practices for the business

  • Develops strong relationships with business leads and sponsors

  • Able to identify key stakeholders, gather needs, and manage competing needs

  • Assess impact and implications from a cost, efficiency, contractual, legal and experience (Customer/HCP) standpoint

  • Provides measurement, cost savings support (development, reporting, validation and improvement), benchmarking, and industry comparative analysis support for service management

  • Develops & manages communication plan

  • Establishes change control process, ensuring the integrity of original business case is maintained & any adjustments are communicated & understood by all key stakeholders

  • Facilitates business decision making to ensure solutions align with strategy

  • Defines and consults on measurement strategies, tools, scorecards and surveys

  • Consults on project planning and management of high-risk, high-impact projects

  • Mentors and trains more seasoned junior PMs

  • Represents the business during the portfolio funding process, communicating funding decisions and gaining buy in from business partners and IT on business funding prior to allocations taking place

  • May have direct reports

  • Able to influence in a direct and/or matrix environment

  • Continually improve skills and competencies by proactively participating in various internal and external training opportunities and stretch assignments

  • Connect to the broader TH&N OE team to utilize and build best practices, share innovative ideas and improvement opportunities, and grow professionally, while championing the organization's project management methodology, tools, and techniques


Education & Work Requirements

  • Bachelor’s Degree and 3 years of related work experience OR 7 years of related project management strongly preferred

  • Project Management certification strongly preferred, particularly if no Bachelor’s Degree has been obtained

  • Desired certifications include, Project Management Professional (PMP)®, Six Sigma Black Belt, Six Sigma Master Black Belt, PROSCI.

  • Knowledge of business process management and change management preferred

  • Master’s Degree is a plus
