Defense Security Service INTELLIGENCE OPERATIONS SPECIALIST in Virginia Beach, Virginia

Summary The DCSA, Field Operations Directorate, Counterintelligence (CI) mission area, is seeking a qualified CI professional to serve as a CI Special Agent. In this role you will serve as a subject matter expert responsible for providing CI Functional Services, oversight, and support to the cleared Defense Industrial Base. This is a great opportunity for those with broad experience in CI Collection Activities, reporting, Foreign Intelligence Entity tradecraft familiarity, and operations. Responsibilities As an INTELLIGENCE OPERATIONS SPECIALIST you will be responsible for the following duties: - Serves as a subject matter expert responsible for providing CI Functional Services, oversight, and support to the cleared Defense Industrial Base; for conducting CI Collection Activities directed against FIE targeting cleared industry; for conducting briefings pertaining to CI awareness and reporting and the foreign intelligence threat to personnel; and represents DCSA CI in daily internal and external meetings to identify and resolve threats to cleared industry. - Produces Intelligence Information Reports meeting National and DoD CI collection requirements. - Develops and incorporates understanding of the investigative and operational information thresholds required by counterpart USG LE and IC agencies to support initiation of investigations and operations. - Provide CI support to federal investigations and operations regarding classified, sensitive, and export controlled technology. - Recommends appropriate CI countermeasures necessary to counter FIE collection efforts; briefings to large audiences to educate and enhance security threat awareness. - Establishes and maintains highly collaborative liaison relationships with the DoD components, USG LE and IC counterparts, and with cleared contractors. - Provide advice and support to cleared defense contractor Facility Security Officers and key management regarding indicators that personnel are conducting activities for or on behalf of a foreign power, organization, or person. - Provides CI subject matter expertise for seamless and impactful integration across all DCSA mission areas (Industrial Security, Cyber Security, Background Investigations) within the Mid-Atlantic Region. It is highly desired that the incumbent have successfully completed a DoD recognized CI Special Agent credentialing course (the Joint CI Training Activity Defense CI Agents Course, the U.S. Army CI Special Agent Course, Federal Law Enforcement Training Academy Criminal Investigation Training Program with U.S. Air Force Office of Special Investigations or U.S. Navy Naval Criminal Investigative Service addendum CI programs, or the Marine Corps Air Ground Task Force CI/HUMINT Course) in accordance with DoDD 5240.02 and DoDD 5240.06. It is highly desired that the incumbent have successfully completed the Joint CI Training Activity CI Research, Development, Acquisitions Course. It is highly desired that the incumbent has experience serving as a CI Special Agent conducting one of the following CI functions: CI Collections, CI Functional Services, CI Investigations, or CI Operations as defined in DoDD 5240.02 and DoDI O-5240.10. It is highly desired that the incumbent possess a Bachelor's degree or higher from an accredited U.S. college or university. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position. You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade (GG/GS-12) in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: Conducting counterintelligence (CI) incident assessments, investigations, operations, and collection activities while recommending appropriate CI countermeasures necessary to counter FIE collection efforts; Producing Intelligence Information Reports meeting CI collection requirements; Interpreting investigative and operational thresholds of USG Law Enforcement (LE) and Intelligence Community (IC) agencies; Conducting briefs pertaining to CI awareness, reporting, and the foreign intelligence threat to personnel; Correlating counterintelligence issues emerging in cleared industry or cleared personnel with the National Industrial Security Program (NISP) or the Personnel Security Program process Specifically you will be evaluated on the following competencies: Influencing/Negotiating - Persuades others to accept recommendations, cooperate, or change their behavior; works with others towards an agreement; negotiates to find mutually acceptable solutions.
