_POSITION PURPOSE_

The primary purpose of your job position is to direct the overall administrative activities in accordance with THSC policy, practice and guidelines as well as in alignment with state and federal regulations and laws in relation to HR. with the administration of the daily operations of the human resource functions and duties carrying out the responsibilities of HRIS, benefits, record retention, maintenance, and other clerical duties to ensure HR compliance and customer services is met. Manage, coordinate or assist on Human Resources initiatives, projects and assigned HR related duties. Assists in the management of the recruitment/staffing functions of assigned business unit as needed. Serves as liaison and technical resource to leaders providing consultation and advice on recruitment and retention strategies, the attainment of staffing goals and ensuring compliance with policies, procedures, as well as state and federal employment laws.

_ESSENTIAL FUNCTIONS_

Establish and/or maintain as a member of the leadership team a plan to achieve operating goals.

Maintain department budget, place orders for equipment and supplies as necessary.

Identify financial vulnerabilities and make cost reduction recommendations as needed.

Supports other personnel from other departments through coaching and mentoring to help achieve optimum standard of excellence.

Addresses issues of concern through courageous conversation and notifies department manager of any interactions requiring attention.

May assist in the recruitment, interviewing, and selection of personnel for all Departments.

Ensure that personnel files and records are maintained in accordance with legal requirements and Company policies and procedures maintaining confidentiality in accordance with the Privacy Act and ensuring regulatory compliance.

Prepare, schedule and complete new hire paperwork, ensuring that the background check, drug screen, physical and TB are completed in accordance with Federal, State and local laws and regulations, as well as THSC Policies and Procedures.

Maintains a working knowledge of applicable Federal, State, and local laws and regulations, THSC Corporate Integrity Program, Code of Ethics, as well as other policies and procedures in order to ensure adherence in a manner that reflects honest, ethical and professional behavior.

In light of a disaster will know your disaster recovery, crisis management and business continuity plans and act within your role that is developed within the business continuity plan. Which may include working at another location, remotely from home, and maintaining constant contact with key personnel.

Participate in community surveys and when necessary develop a plan of correction for department deficiencies.

Interpret the center’s policies and procedures to colleagues and managers, etc. Actively participates in process improvement committees to promote Best Practice environment.

Assist in organizing and standardizing the methods in which work will be accomplished to ensure efficient operation of the department.

Organize monthly and yearly enrollment through communication with colleagues and home office.

Schedule benefit vendors for onsite visits when applicable.

Prepares various reports, special projects, narrative documents, presentation packets/binders and informational materials.

Compiles, summarizes and formats data.

Audit Nursing certifications and licensure for expiration on a monthly basis.

Sends out notices to effected associates and follows-up with renewal.

Establish and/or maintain departmental procedures that support the necessary operational functions for the Human Resource Department.

Assists in the management of the recruitment function; this includes but is not limited to, creating job postings, posting positions using company software, working with management to source candidates through appropriate resources, maintaining agreed upon timelines for candidate processing and the hiring and training of qualified candidates.

Serves as a technical resource to employees and management providing guidance in the understanding and application of policies and procedures.

Addresses employee and management questions and concerns regarding application of policies, performance management, compensation, career development and employee termination issues.

Processes documents and forms necessary to complete Human Resources transactions and functions.

Reviews documentation for accuracy, records transactions.

Evaluates procedures and recommends improvements to develop best practices.

Consult with department managers in selection, staffing, evaluating employee performance, compensation, corrective action, discharge, and training and development needs.

Assist HR Director in employee investigations arising from alleged violations of policy and procedures, the Organizational Integrity Program compliance hotline or website, and colleague complaints.

Support department leaders on the appropriate course of action based on policy and ensuring consistency of disciplinary actions.

Confers with Home Office HR Support team on all potential discharges.

Monitor and maintain all annual regulatory compliance requirements regarding (For example CNA certification verification, OIG, Sanction Checks, driving record check's, I9 recertification's etc.)

May be required to actively participate in unemployment hearings, grievance proceedings as well as EEOC claims etc.

Keep the HR Director abreast of any new developments.

Provides HR Director with feedback regarding colleague related concerns.

Serves as back up for the HR Director as a presenter in New Hire Orientation. Develop and maintain a good working rapport with interdepartmental personnel as well as other department personnel to ensure that administrative services are performed to meet the needs of the center.

Must function independently, make independent decisions, demonstrate flexibility, personal integrity and ability to work effectively with participants and personnel.

Report occupational exposures to blood, body fluids, infectious materials, and hazardous chemicals in accordance with the center policies and procedures.

**MINIMUM QUALIFICATIONS __

  • High School Diploma or equivalent.
  • Associate degree required. Bachelor's Degree in Business Administration/Human Resources or related field preferred. A combination of education and experience may be acceptable.
  • One to two (1-2) years’ experience in one or more of the following areas: employee relations, staffing/recruitment, compensation and benefits administration, training or customer service.

Must be action-oriented, have business acumen, manage conflict well, be customer focused, have high decision quality, flexibility to adapt to ongoing change and have organizational agility. Ability to work with minimal supervision and exercise independent judgment. Possess interpersonal skills to drive collaboration, commitment and productivity when working with cross-functional teams, customers and end users. Must be comfortable functioning in a virtual, collaborative shared leadership environment. Demonstrates superior written and verbal communication and presentation skills appropriate for audience comprehension. Well-developed communication skills, both written and oral, that may be used either in an on-site or virtual environment is required. Able to communicate effectively with individuals and groups representing diverse perspectives. Comprehensive proficiency with Microsoft product suite (MS Word, Excel, Power Point, etc.); basic knowledge and experience with electronic mail and calendaring system. Knowledge of systems necessary, experience preferred. Ability to type with speed and accuracy. Ability to use other software as required to perform the essential functions of the job. Possesses a high degree of personal accountability, responsibility and independent decision making abilities with the skills to plan, organize, develop, implement and interpret programs, goals, objectives, policies and procedures of the organization in line with mission, vision, and philosophy of THSC. Excellent organizational skills. Ability to perform multiple duties and functions related to daily operations and maintain excellent customer service skills. Ability to perform frequent detailed tasks and provide immediate service with frequent interruptions. Ability to change and be flexible with work priorities. Strong problem solving skills. Ability to research, analyze and assimilate information from various on-site or virtual sources based on technical and experience based knowledge. Must exhibit critical thinking skills and possess the ability to prioritize workload. Position may require up to 10% travel within the Centers geographic region and to home office in Livonia, MI.
