E911 Customer Support Supervisor Emergency Management Program Specialist 4 Camp Murray, WA Under the supervision of the Enhanced 911 Unit Manager / Washington State Enhanced 911 (E911) Coordinator, the incumbent of this position serves as the Deputy State E911 Coordinator for Operations with the Emergency Management Division. Provides leadership and direction to the State E911 Coordination Office (SEOC) Operations Section Staff. This position supervises senior level, professional staff with delegated authority to manage and oversee operations in the Operations Section of the statewide E911 Program. DUTIES Provides leadership and guidance to the SECO Operations Section, assuring the successful, ongoing operation of 911 emergency services throughout the State of Washington. Responsible to manage the Operations Section programs (County Assistance/Contracts, Statewide Services, Network and Telecommunications billing, Grants, and Fiscal Management programs - statewide network costs, statewide services, federal grant, county financial support, equipment modernization, and state budget); provide guidance and oversight of these programs and their impact on 911 operations throughout the state. Establish and maintain effective relationships with 911 stakeholders, especially county coordinators, to ensure programs are meeting their needs. Provides senior leadership in support of SECO operations. Work closely with Unit Manager on complex matters impacting SECO operations. Serves as Section Supervisor to the SECO Operations Section. Responsible to supervise five senior level and professional employees responsible for the section's programs; County Assistance/Contracts, Statewide Services, Network and Telecommunications billing, Grants, and Fiscal Management programs. Support the professional development of section staff. Ensure completion of all required and position specific training as outlined in policy. Designate resources and time for staff training/learning. Administer the SECO budget and serve as external services coordinator. Work with EMD fiscal and SECO Program Managers to develop, manage and administer the SECO operating budget. Ensure adequate and reliable funding of statewide NG911 communications network. Plan, budget and implement modernization initiatives in coordination with the Enterprise Systems Section. Assess financial requirements of the statewide 911 emergency communications enterprise. Forecast expenses for and contract with vendors for the statewide NG911 emergency communications network, 911 call-taker training, language interpretative services, and other system-wide needs of the 911 community. Accurately predict costs for the multiple components of a dynamic emergency communications enterprise network provided by the telecommunications carriers and other vendors. Implement and administer controls to ensure accurate billing by vendors. Serve in an operational capacity in the State Emergency Operations Center or Disaster Field Office. QUALIFICATIONS REQUIRED One year of experience as an Emergency Management Program Specialist 3; OR A Bachelor's degree AND five years of professional level experience in emergency management, financial management (grants, contracting, claims management, budgeting), training/education, public information/affairs, program/project management, environmental analysis/planning, civil/structural engineering, legislative affairs, and/or urban planning.
