Headquarters Pacific Air Forces (HQ PACAF) participates in, and is responsible for over 40 Joint Chief of Staff (JCS) and component exercises conducted with allied countries throughout the Indo-Pacific region each year. In addition, there are multiple Building Partnership Capacity (BPC) events and engagements that occur each year. These exercises and BPC engagements provide essential insight into managing our technology investments, improving and maintaining the combat capability of U.S. forces, and furthering US Indo-Pacific Command’s (USINDOPACOM) Theater Security Cooperation (TSC) strategy within the region. HQ PACAF is the Organization Coordinating the Exercise (OCE) for three JCS exercises. HQ PACAF is tasked with developing and maintaining Operational Plans (OPLANs) that cover several different contingencies within the INDOPACOM Area of Responsibility (AOR).

  • Support PACAF exercises from Concept Development Conference/Initial Planning Conference (or time of assignment) through Execution and the After Action Review (AAR) process

  • Plan and organize assigned exercises, estimate costs and funding within assigned budget, and conduct all phases of the exercise planning cycle from the time of assignment through the after action assessment

  • Coordinate/communicate with other offices and activities (e.g., PACOM, HQ PACAF, other NAF agencies, Wings, etc.) that have a role in the assigned exercise

  • Develop the purpose, objectives and attendee list for exercise planning meetings and conferences in coordination with the designated Lead Planner. Arrange all logistics.

  • Provide consulting in all aspects of operations planning for PACAF to include basing, force flow and integration into combined operations.

  • Review and coordinate current and future development of theater and service component

  • Assist in the planning and sustainment of all aspects of Time-Phase Force Deployment Data (TPFDD) support for USPACAF during current and future contingency and steady state operations to include exercise planning and execution

  • Assist in the development of exercise constructs to include concept development, training audience, training and main exercise objectives, joint exercise control group operations, overall execution, and after-action review

  • Deploy in support of the exercise Project Officer for CJCS, COCOM, PACAF and other component exercises as required.

  • Secret Clearance

  • Bachelor’s degree

  • 3 years of experience planning USAF Major Command–level, or equivalent exercises

  • Military officer background (preferred); rated and/or logistics experience is highly desired.

  • Experience with Joint Operation Planning and Execution System (JOPES) and/or Deliberate and Crisis Action Planning and Execution Segments (DCAPES)

  • At least 1-year experience with multiple iterations (3 or more), supporting USAF Major Command level (or equivalent) exercises, or significant deployments

  • Must be proficient and comfortable working in Korea and be familiar with customs, courtesies, and history/ background

  • 3-years aviation background (Pilot/Navigator/Air Battle Manager/ Aircrew Member)

  • Familiar with operational and logistical support requirements for exercises, deployments, and mobilizations

  • Familiar with the PACAF force structure

  • Air Operations Center (AOC) and/or MAJCOM/NAF Staff experience

  • Operational and/or logistical experience in the Asia-Pacific Theater
