VDOT’s Governance and Legislative Affairs Division is seeking to fill their Policy Legal Operations Analyst position to provide technical support and guidance in the development of policy, legislative, and regulatory proposals for VDOT. This position identifies and resolves policy and related issues as well as researches, analyzes, and provides issue resolution in the following areas: Intellectual Property, Title 33.2 of the Code of Virginia, Freedom of Information Act, the Virginia Administrative Process Act, State and Local Government Conflict of Interests Act, Administrative Hearings, and agency agreements as well as transactional matters. The selected candidate will draft documents and appropriate and legally sound language as needed to support all Core Responsibilities. This position may serve as an agency point of contact with the Attorney General’s Office to resolve legal issues and questions of law related to the agency’s programs and processes. Duties also include providing guidance to agency administrators in the development of agreements and compacts with other states and external organizations. This position provides technical support and guidance in the development of policy, legislative, and regulatory proposals for the agency. The selected candidate will review and interpret regulations and statutes applicable to VDOT operations and programs to ensure agency policies are uniform and internal guidelines are in compliance with the law. This also includes the review and interpretation of Commonwealth Transportation Board (CTB) policy to ensure the CTB is in compliance with legislative mandates.
This candidate will also provide agency advocacy in personnel grievance matters and associated non-judicial hearings as needed and attend General Assembly and other legislative committee meetings on an as-needed basis and as directed by the Division Director. This will require advance review and preparation of VDOT issues that may be addressed, awareness of protocol and meeting specific instructions, and reporting back on actions taken or agency related issues that arose. The qualified candidate will also assist the Agency with drafting and reviewing various contracts as assigned by the Division Administrator.
This position requires a working knowledge of policy and legal research and analysis as well as the legal system generally, and the ability to negotiate and draft memoranda of understanding or agreements. Working knowledge of legal and policy research, Intellectual Property, legislative and regulatory processes at the federal and state level, and operations and processes of legislative committees as well as the legislative process in Virginia. Demonstrated ability to communicate both orally and in writing; analyze problems and develop solutions; assist in guiding managers and supporting agency initiatives and objectives; identify issues at the national level impacting the operations of the agency; maintain effective working relationships with agency employees, and with businesses, organizations, and governmental officials and to participate in transactional and other similar matters on behalf of a governmental agency. Ability to draft, edit, and negotiate legislation and agreements. Ability to manage multiple assignments, organize work and coordinate activities across a diverse group of people and special interests and to collect, compile, and accurately analyze data. Working skill in the use of a personal computer, word processing software and other software as appropriate. Requires a degree in business administration, public administration, political science, law or a related field or equivalent related training and experience.
J.D. degree and experience with state government officials and laws preferred. The preferred candidate will have demonstrated progressive knowledge of Virginia’s legal system to include laws, regulations and legislative process. Experience drafting and reviewing contracts is highly preferred.
