Responsibilities Duties described below are at the Full Performance GS-07 grade level. Work closely with HR Staff and others to acquire, clarify, or exchange facts or information needed to complete assignments, plan and coordinate work. Prepare and/or process a full range of personnel actions for employment, change and separation actions covering permanent and temporary employment; i.e., promotion, details, adverse actions, retirement, pay adjustment, etc. Use automated HR systems to process actions. Scan and upload documents to files/eOPF. Manage multiple processes at one during the on-boarding process for new hires. Requirements Conditions of Employment Qualifications In order to be rated as qualified for this position, we must be able to determine that you meet the qualification requirements - please be sure to include this information in your resume. No assumptions will be made about your experience. For the GS-05: One (1) year of specialized experience equivalent to GS-4 in Federal service. Examples of specialized experience may include performing a variety of routine computerized queries using automated systems, drafting correspondence; performing records management; customer service and answering inquiries via phone or email - OR completed 4 years of education above high school in any field for which high school graduation or the equivalent is the prerequisite; OR an equivalent combination of the specialized experience and education described above. For the GS-06: One (1) year of specialized experience equivalent to GS-5 in the Federal service. Specialized experience is further defined as: performing routine support work in human resources, including answering inquiries, processing personnel actions, verifying conditions of employment (i.e. initiating, tracking results of background investigations, drug test, physicals and ID cards) and maintenance of personnel files. For the GS-07: One (1) year of specialized experience equivalent to GS-6 in the Federal service. Specialized experience is further defined as: experience working in a federal civilian HR office answering questions regarding general hiring procedures and requirements to be followed for various types of staffing actions; Mentor and train lower-level employee's; perform complex personnel actions in automated HR systems; prepare and/or process a full range of personnel actions for employment, change and separation actions covering permanent and temporary employment. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. Education This position is covered under the 0203, Human Resources Assistant series and Group Coverage Qualification Standard for Clerical and Administrative Support Positions. For GS-05 applicants only: This position allows for education to be substituted for specialized experience (see qualification section for education requirements). If using education to qualify - You MUST submit a copy of ALL your college transcripts or a list of ALL college courses that include hours and grades from an accredited U.S. college/university. Upon selection, official transcripts must be received prior to appointment. If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. If using education to qualify, you must submit copies of all transcripts or a list of college courses that include hours and grades from an accredited U.S. college/university. Additional Information Relocation/Recruitment Incentive: This position is offering a Relocation/Recruitment Incentive, 25% of the annual salary. To be eligible for a Relocation Incentive, you must be a current Federal Employee and the selectee must be employed with the Federal Government and the selectees current duty location is more than 50 miles from the duty location of this position. To be eligible for a Recruitment Incentive, selectee must not be employed by the Federal Government.
