- Incumbent works closely with the supervisor in performing duties in a developmental capacity. All training must be completed and regulatory requirements met prior to promotion.

SPECIALIZED EXPERIENCE FOR GS-11: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes developing, preparing, coordinating, testing, and following-up on changes and/or workarounds to the software of human resources personnel systems; assisting in resolving problems report by the Human Resources community by researching, analyzing and testing the reported problem through the application system; providing thorough and accurate information and recommendations which are thoroughly researched; supported by trends, findings and analysis; and assisting with overseeing program area to ensure its operation is in compliance with appropriate laws and regulations.
OR EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. NOTE: You must submit a copy of official transcripts.
OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of official transcripts.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs):Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Technical knowledge of and skill in applying, advanced testing principles, concepts, methods, and practices; reengineering concepts; and AF Total Force personnel data and information systems concepts, methods and their interrelationships.
Knowledge of the theories, future or planned systems, principles, and procedures concerning functional analysis of systems requirements in the Air Force.
Ability to plan, schedule, conduct, and execute meetings attended by a wide variety of members and that contain complex, controversial issues related to the testing of personnel management systems support and new personnel initiatives.
Sound knowledge of testing, evaluation and review methods and procedures to include software inspections, walkthroughs, unit testing, requirement validation testing, user acceptance testing, and post production testing.
Ability to apply computer configuration management principles and personnel knowledge to situations requiring cause and effect analysis.
Ability to communicate effectively and clearly, both orally and in writing; work and maintain effective relationships with others; and carry out work independently.
High degree of analytical ability to effectively analyze changes in laws and policies and determine the impact on exisiting personnel processes and testing scenarios.
