- Serve as a Property Administrator acting as the Government representative in matters pertaining to the administration of the contractors' management and control of Government property.
- Monitor contracts to ensure adequate control and care of government property, property accountability, maintenance, and appropriate utilization of Government property.
- Represent the Contracting Officer when issuing guidance to mid to top level contractor management in order to achieve necessary changes in the contractors' property control procedures.
- Review assets in ascertaining the time frames within which certain equipment would be available.
- Develop interfaces with other agencies for property requirements, and confers with prime contractors on property matters to assure effectiveness of management instructions concerning government property.
- Responsible for implementing defined materiel management procedures, policies, plans, and programs to effectively clear all program equipment from multiple contractors and subcontractors.
- Perform and/or participate in local surveys to ascertain capabilities of existing Government property, utilization of the existing equipment and the requirement for industrial expansion based on forecasting of future program needs.
Occasional travel - You may be expected to travel for this position up to 10%.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Basic Requirement: Experience that demonstrated as below. - Skill in developing, implementing, administering, evaluating, monitoring, or coordinating programs, policies, regulations, and procedures concerned with the management, control, utilization, or disposition of personal or industrial property; - Knowledge of the values and uses of property items, merchandising methods, marketing techniques and outlets, or general trade practices related to the disposition of property; and/or the ability to understand and evaluate business practices relating to the acquisition, control, use, consumption, maintenance, and preservation of property; - Working knowledge of equipment, machinery, tools, materials, or other items of personal or real property; - Knowledge of Government sales policies, regulations, and methods; and - Knowledge of contract provisions, and ability to interpret and apply contract clauses and Government procurement regulations.
Specialized Experience: One year of specialized experience which includes conducting the administration of contractors' management and control of Government property; performing procedures for accounting, protecting, maintaining, utilizing and storing of Government property in accordance with the terms of the contract and applicable regulations; resolving complex problem regarding property administration.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-02 or equivalent (GS-05 GS-11).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade NH-02 or equivalent (GS-05 GS-11).

Access for civilian employees and their families to military medical and dental treatment facilities is on a space-available and reimbursable basis only.
- Pay retention may be offered to successful applicants for positions at overseas locations. For this provision to apply to employees already overseas, the selected individual would have to require a permanent change of station move and would have to be selected as a result of a recruitment effort that had been extended outside of the overseas command involved.
