Project Description:

Bechtel National, Inc. (BNI), Bechtel’s government services business, is one of the top providers to departments and agencies of the U.S. and British governments. Its successes include many large, first-of-a-kind projects in government site management, environmental restoration, defense, space, energy, and national and homeland security. This position will provide support to the Uranium Processing Facility (UPF) located at the Y-12 National Security Complex in Oak Ridge, Tennessee.

UPF is scheduled to be completed by 2025 within a $6.5 billion budget and will be a first-of-its-kind complex for enriched uranium operations in support of Y-12 missions. UPF is one of the Department of Energy’s largest investments in Tennessee since the Manhattan Project and one of the National Nuclear Security Administration’s largest construction projects. When complete, UPF will: replace a 70-year-old facility with modern buildings, reduce operational costs and energy consumption, improve worker safety, and provide enriched uranium capabilities well into the future.

The UPF project works on a 9-80 schedule with every other Friday off. Start times are flexible but the standard work week is: Monday - Thursday from 7:00 am to 4:30 pm. The schedule on working Fridays is: 7:00am-3:30 pm. During subcontract performance for field work the schedule shifts to 4x10’s to align with Construction Labor Agreement work hours.

Eligibility for this position requires US citizenship; successful candidate must provide proof of US citizenship in order to obtain badge access to the site. Candidate must complete security questionnaire and successfully clear site access requirements check. All employees are subject and agree to random drug and alcohol testing as a condition of employment. Must be able to obtain a security clearance, as applicable.

Role Overview:

  • Forming, administering and closing-out large, complex construction subcontracts in accordance with established policies and procedures.

  • Performs tasks as assigned, including bidder prequalification, bidder lists, bid solicitation, bid analysis, negotiation and execution of construction subcontracts, administration and close-out. Tasks may include managing the turnover transition of the subcontract for administration. Utilizes subcontract master pro-forma documents for RFP development.

  • Participates in planning, work hour calculations and budgeting as it relates to project subcontracting activities. Develops and monitors project work-hour estimates, and master contracts forms.

  • May be assigned as a negotiation “Ace”. Negotiation Aces will be in the review and approval cycle for selected Acquisition Plans and Negotiation Plans. Negotiation Aces will be on the negotiating team noted in the Negotiation Plan.

  • May provide supervision to a project team of contracts personnel, performing formation activities when required by workload, complexity or other factors. Participates in the planning, staffing, training and development of contracts personnel

  • Reports directly to a Subcontract Manager / Supervisor.

  • Receives technical and functional guidance from the Subcontract Manager / Supervisor.

  • May provide supervision to subcontract administration and/or subcontract formation personnel.

  • Maintains internal contacts with managers and supervisors and participates in negotiations with subcontractors and bidders.

  • Works closely with Subcontract Coordinator / Subcontract Technical Representative (SC/STR), Safety, Quality, Security, Engineers, Project Controls, Project Managers, etc., who have been assigned subcontract management tasks.

Principle responsibilities include but are not limited to:

  • Implement the Division Responsibilities Matrix which records the Project’s agreed assignment of various subcontract management tasks and the Standard Work Process Procedures applicable to Subcontract Administration.

  • Formation, bidding, evaluation, award, administration and closeout of assigned subcontracts maintaining a continual review of progress and providing management with information regarding projected financial or technical difficulties.

  • Develop bid tabulations, bidder recommendation, and approves selection of subcontractors within delegated approval authority. Ensure all commitments are accurately presented to Management and follow established approval and signing authorities contained in company policies and procedures.

  • Prepare negotiating plans and conduct negotiations as required during the evaluation, award and administration phase.

  • Execute commitments within delegated execution signing authority.

  • Coordinate with designated staff on operational activities affecting contractual rights and obligations, subcontract performance, subcontract administration and other major matters.

  • Maintain relationships with bidders and contractor personnel in order to resolve specific project problems, to be aware of current market conditions, and to inform bidders and subcontractors, when necessary, of the overall project requirements.

  • Maintain contact with corporate groups, functional departments and global business unit contracts personnel.

  • Maintain contacts with client personnel as authorized and/or directed.

  • Administer complex contract changes by negotiating with subcontractor personnel and obtaining settlement.

  • Represent Bechtel in contractual discussions regarding assigned work upon proper approvals.

  • Administer information programs to ensure mutual understanding of subcontract terms and conditions.

  • Prepares periodic status reports for management.

Basic Qualifications:

  • BA/BS Degree in related field plus a minimum of 13-15 years professional, related experience. In lieu of degree, 19-21 years of professional, related experience.

  • Must be a US citizen

  • Must be able to complete and pass a pre-employment drug screen and background check which includes verification of employment and education.

  • Must be able to obtain site security badge for access to work site

Minimum Qualifications:

  • Extensive knowledge of fixed-price family of subcontracts with stated experience in service and construction type subcontracts according to procurement regulations, policies and practices.

  • Exceptional administrative and organizational skills.

  • Exceptional oral and written communication skills.

  • Extensive experience in developing contract types, fee arrangements, contract terms and legal requirements.

  • Extensive experience in developing and recommending potential solutions to contractual problems to management.

  • Working knowledge of contract law, negotiations, accounting or cost engineering gained through education or experience.

  • Thorough knowledge of Federal Acquisition Regulations, and applicable Agency Supplements.

  • Thorough understanding of Governmental Contracts and the flow-down of applicable clauses and requirements.

  • Thorough understanding of Cost Accounting Standards, and determination process for applicability to the work.

  • Working knowledge of engineering/construction industry contracting practices and Bechtel policies, procedures and work practices.

Preferred Qualifications:

  • Working knowledge of Cost Reimbursable subcontracts w/ experience in closeout requirements.

  • Specialized courses or experience in pricing, contract law, negotiations, accounting and contract administration.

  • Proven experience in construction change management requirements.

  • Working knowledge of engineering/construction industry contracting practices and Bechtel policies, procedures and work practices.

  • Solid knowledge of Federal Acquisition Regulations, and applicable Agency Supplements with emphasis on construction type subcontracts.
