Su Clinica RHIA/Clinical Informatics in Harlingen, Texas

RHIA is the link between care providers, payers, and patients. The RHIA has a comprehensive knowledge of medical, administrative, ethical, and legal requirements and standards related to healthcare delivery and privacy of protected patient information. Serves as the Clinic’s Privacy officer. Directs and supervises the Medical Record/Transcription staff at all clinic sites. Ensures that physical, security and privacy of medical records are in compliance. Creates and implements new policies and procedures to promote Quality Improvement. Performs all duties which involve active interaction with the patient in a manner which ensures the patient has a pleasant and satisfactory experience. All interaction with the patients is in adherence to the PCMH principles, policies and procedures with a focus on customer relations.

Professional Competence: Primary responsibility is to design health information systems that comply with all legal, ethical, and medical requirements. Will manage all the medical records systems data bases. Will work with other entities to ensure the medical records team know how to effectively use the information systems in their daily transaction of patient information. Will make certain that critical patient data is properly documented and can move efficiently among different providers. Supports clinical decision making by directing and supervising medical record staff/transcription staff and ensuring medical record information is readily accessible, storage, retention, release and confidentiality is ensured throughout the organization. Maintains job descriptions for medical record staff and evaluates job performance. Conducts concurrent review of employee productivity and job performance. Cross-trains personnel. Trains and orients personnel. Collects and reports data from Performance improvement Initiatives and assists with audits. Will work closely with CMO to provide information regarding Medical record completion as per provider.

Organizational Support: Attends meetings as required (i.e. Performance Improvement). Collects and reports data from audit findings to PI Committee. Maintains a quantitative audit/quality monitoring process and qualitative audits. Maintains routine audits and focus audits on problems, concerns, quality indicators and survey issues. Provides support by monitoring medical record staff activities by managing workload, monitoring productivity and job performance. Work with providers and other disciplines to provide medical record services. Works with other entities to ensure the smooth transmission of data on a timely basis. Works with CIO to ensure compliance with Information Blocking.

Quality Improvement: Provides support by monitoring medical record staff activities by managing workload, monitoring productivity and job performance. Encourage development of processes and investigate solutions as they relate to medical records ( i.e reviewing and updating policies and procedures annually, employee counseling and management, standards, audits, staff cross training(submittal of credentialing licenses, renewals, CNE attendance etc.) Hold Monthly staff meetings for department review and evaluation. Attends meetings as required (i.e. Performance Improvement). Collects and reports data from audit findings to PI Committee. Maintains a quantitative audit/quality monitoring process and qualitative audits. Maintains routine audits and focus audits on problems, concerns, quality indicators and survey issues. Conducts concurrent audits/quality monitoring at regularly scheduled intervals. Works with providers and other disciplines for efficient medical records processes.

Privacy and Security: Monitor systems in place to ensure patient privacy and confidentiality at all times. Reporting of violations and monitor physical controls to avoid loss, destruction and unauthorized use of patient records. Regulate the filing, retention, and destruction of charts. Regulate release of correspondence and deposition of records. Special participation and delivery resulting from security risk management as it relates to medical records. Support privacy and security projects responding to audits and security control assessments to improve patient privacy and confidentiality. Support the Implementation of new security controls supporting organizational information systems as they relate to Medical Records.

High school diploma or GED. Must be a certified Registered Health Information Administrator (RHIA). Minimum of three years’ experience in directing and supervising medical records personnel in a health care facility. Experience as a Privacy Officer helpful. This position requires an initial N95 mask fit testing and manual test fitting thereafter unless there is a significant change during the year that requires retesting prior to the annual fit testing. Ability to fully comply with the enhanced infection control requirements of the clinic.
