Summary THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a EDUCATION SERVICES SPECIALIST - TITLE 5, Position Description Number PDT5227000 and is part of the KY J1, National Guard. Responsibilities As a EDUCATION SERVICES SPECIALIST - TITLE 5, GS-1740-9, you will provide oversight as an advisor and consultant serving Army National Guard personnel for off duty civilian training and education. Provide advisory services to the education services officer, recruiting and retention command, and commanders concerning the educational needs and incentive eligibility of their assigned personnel. Maintain contact with commanders apprising their staff and assigned troops of the educational opportunities available through the General Education Development and Army Career Education System Programs. Investigate educational problem areas to identify needs of personnel of serviced organizations. Principal liaison between National Guard members and participating educational institutions. Contact institutions to negotiate agreements for education contracts that may include special course hours, locations, and programs designed for military personnel. Perform educational and vocational counseling such as advising and assisting ARNG members on individual programs of study available and completing enrollment applications. Arrange for tuition assistance and financial aid for students. Provide oversight for education programs, funds, and/or accounts. Provide Soldiers with information regarding their incentive selections and eligibilities. Promote participation in educational services by speaking to groups concerning education opportunities. Serve as the coordinator and Alternate Test Control Officer for the DANTES testing section. Determine individual readiness to take examinations, administering General Equivalency Diploma, DANTES Subject Standardized Tests, American College Testing/Proficiency Examination Program, Army Personnel Testing and College Level Examination Program, general, and subject examinations. Requirements Conditions of Employment CONDITIONS OF EMPLOYMENT: May be required to successfully complete a probationary period. Participation in direct deposit is mandatory. May be subject to furlough actions. Acceptance of a Federal position will terminate Tricare Reserve Select (TRS) eligibility. This position is located on a tobacco free facility. Must obtain and maintain a favorable adjudication of a T3 or equivalent investigation. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. Qualifications SPECIALIZED EXPERIENCE: Must have at least one (1) year experience at the next lower level in the normal line of progression through federal service (GS-07) or equivalent experience in the private or public sector that demonstrates the experience and knowledge of the National Guard values, organization, and mission. Experience performing administrative tasks (i.e., applying guidelines, rules and regulations, composing correspondence, researching and compiling information and data, and records administration). Experience interpreting and applying policies and regulations. Experience properly identifying, maintaining, and protecting official records. Experience using computer and automation systems to manage data. EXPERIENCE REQUIREMENTS: Resume must have complete dates, work schedule, and/or hours worked per week for both civilian and military employment. Education Degree: that included or was supplemented by at least 24 semester hours appropriate to the position to be filled in one or a combination of the areas described below. Tests and measurement: Study of the selection, evaluation, administration, scoring, interpretation, and uses of group and individual aptitude, proficiency, interest, and other tests. 2. Adult education: Study of the adult as a learner, teaching-learning theories for adults, models and procedures for planning, designing, managing, and evaluating adult learning activities. 3. Educational program administration: Study of the foundation and methods in organizing for adult and continuing education programs. 4. Curriculum development or design: Study of the principles and techniques for development of curricula for adult or vocational education programs. 5. Teaching methods: Study of teaching strategies and learning styles of the adult learner. 6. Guidance and counseling: Study of the purposes and methods in counseling and guidance, the role of the counselor in various settings, approaches to counseling, and the uses of tests in the counseling situation. 7. Career planning: Study of career development, learning activities, systems, approaches, program coordination, use of educational and community resources, and vocational counseling systems. 8. Occupational information: Study of theories of occupational choice and vocational development and their application to the guidance process. Identification and utilization of various types of occupational information and resources. To receive credit for education, you must provide OFFICIAL transcripts for validation.
