The Proposal Manager is responsible for leading, planning, scheduling, and overseeing the timely development and delivery of high-quality responses to federal and state government business opportunities, from pre-solicitation to post-submission activities, in a fast-paced services environment. The ideal candidate is a thought leader and master communicator that sees the big picture without overlooking the details, fosters a positive and responsive team environment, and quickly adjusts to dynamic proposal schedules and requirements. Cognosante is seeking an experienced candidate in mid-sized company’s proposal operations function able to implement capture strategies, create proposal content, promote company’s competitive differentials, work to strict deadlines, effectively communicate with internal/external clients, and schedule and complete multiple concurrent tasks.
Manage the successful development and delivery of compliant, competitive, cogent, and compelling proposals through effective leadership and collaboration across teams that include internal staff, corporate partners, consultants, and supporting vendors
Exercise full responsibility and authority on each assigned proposal, from early capture support to its timely submission and through any post-delivery requirements (e.g., orals presentations, best and final offer, etc.)
Coordinate proposal efforts with business unit management, internal/external subject matter experts, and corporate support organizations to maximize each bid's chance to win
Analyze solicitation (RFx) requirements to assess the response strategy, create the proposal outline, establish the development and review schedule, prepare the compliance matrix and kick-off materials, fill out the response delivery plan, and establish the SharePoint site for each bid
Work with Capture Manager to determine author and reviewer assignments and integrate win strategy, themes, and discriminators into proposal
Oversee, facilitate, and conduct daily proposal activities, including solutioning sessions, team meetings, writing development, editing, reviews, graphics/formatting, and production
As required, create and develop high-quality content by working collaboratively with section authors and provide insight, leadership, and content guidance to each author
Maintain proposal visibility by eliciting and tracking status of activities in SharePoint and providing assignment updates during standup meetings and reviews
Conduct activities required to successfully perform color reviews and debrief to authors, such as parsing out document sections, uploading to review library, combining reviewed documents post-review, and ensuring authors can reach back to reviewers during recovery phase
Take ownership of proposal quality in content and appearance for color reviews and final delivery by performing rigorous quality assurance checks on draft and final documents
Conduct and perform redaction of proposal deliverables in compliance with solicitation requirements and in response to Freedom of Information Act requests
Conduct and document proposal lessons learned and implement actions to improve process efficiency
Support proposal delivery and production activities as needed
Bachelor's degree in business, communications, engineering, or equivalent professional experience
A minimum of 7 years of proven, successful experience managing and winning IT federal and state proposals and/or creating compelling written content in a dynamic, fast-paced, and growing environment
Possess excellent leadership, communication, problem-solving, organizational, prioritization, teamwork, diplomacy, and customer service skills
Experience researching and gathering information from multiple sources (SMEs, previous proposals) and synthesizing the findings into a cohesive, easy-to-read, and persuasive final product
High proficiency in MS Office Suite: (Outlook, Word, Excel, PowerPoint), Adobe Acrobat and SharePoint
Ability to support and meet dynamic and tight deadlines, including beyond regular hours, in a customer-oriented environment
Ability to work on multiple concurrent proposals and to adapt to various people and working styles under tight deadlines
Must have examples of successful (won) proposals where candidate played Proposal Manager role
Proficiency in MS Project is a plus
Experience conceptualizing graphics to support the proposal writing process is a plus
Experience in copy-editing with excellent knowledge of grammar, style, and punctuation is a plus
Formal training in relevant management (e.g., PMP) or IT certifications is a plus
