Department Summary

Campus Planning and Facilities Management (CPFM) is a vibrant department, which comprises five units, and approximately 270 employees: Facilities Services, Utilities & Energy, Campus Planning, Office of Sustainability, and Design & Construction. The units of CPFM strive to provide excellent customer service to the University of Oregon campus and operate with the highest professional standards, communicating and collaborating with customers to support the stewardship of the campus.

Facilities Services (FS) is responsible for the management of human, financial and material resources, the development and implementation of programs, policies and procedures related to the operation, maintenance, repair and minor renovation of university buildings, grounds and infrastructure systems. These services provide the University of Oregon community with a safe, efficient, reliable, functional and aesthetically pleasing learning environment in support of the University’s mission and vision.

Custodial Services maintains a safe, sanitary, and aesthetically pleasing environment in order to enhance the learning experience.

Position Summary

The Custodial Services Manager has overall authority over the campus academic building custodial services program. This position will be responsible for program management, personnel management, resource allocation, and technical support. Duties will include preparing and managing budgets from estimate to completion, making adjustments as necessary. In addition, this position oversees window/blind cleaning services, pest control, and commencement setups and supplies. Additionally, this position will collaborate with other Facility Services staff on classroom and restroom repairs and renovations. These services are carried out 24 hours per day, 7 days per week.

This position serves as the point-of-contact for providing advice, direction, and information including making decisions and implementing action plans for supervisors within the unit. Interactions/contacts occur daily with the campus community in the course of performing work and responding to emergencies. This includes working with vendors and contractors in order to ensure work completion and compliance.

This position supervises 3 supervisors, one office specialist, and over 90 subordinate classified coordinator, lead, trade, and custodial workers. This position works as a member of a team while frequently performing tasks independently. Decisions may be made about the best method and materials necessary to perform a particular task. They may also include setting priorities, assessing customer needs and responding to those needs.

This position reports to the Associate Director of Environmental Services and is an integral part of the Facilities Services management team. Work is reviewed directly by the Associate Director of Environmental Services to ensure it is performed efficiently, safely, and meets both expectations and applicable requirements. A performance appraisal is conducted annually.

Special Requirement:

This position will require a valid driver’s license and the ability to obtain UO Driver’s Certification.

Essential Personnel:

This unit may provide essential services during times of emergencies and inclement weather. This position may be required to fulfill essential services and functions during these times.

Minimum Requirements

• One year of custodial management.

• Three years’ experience as a supervisor or lead over a team of at least 5 people.

• One year of experience creating and managing a budget.

• One year of experience managing a multi-shift operation.

Professional Competencies

• Management skills – including staff in planning, decision-making, facilitating and process improvement; making self available to staff; providing regular performance feedback; and developing subordinates’ skills and encouraging growth.

• Customer service and quality management – providing and expecting exceptional customer service; looking for ways to improve and promote quality and demonstrates accuracy and thoroughness.

• Respectful workplace – creating and maintaining a culture of respect and inclusion in which employees are valued, communication is polite and courteous, conflict is addressed appropriately, and inappropriate behavior is addressed swiftly.

• Judgment – displaying willingness to make decisions, exhibiting sound and accurate judgment, and making timely decisions.

• Planning/organizing – prioritizing and planning work activities, using time efficiently and developing realistic action plans.

• Safety and security – observing safety and security procedures, using equipment and materials properly and expecting employees to do the same. This includes coordinating with EH&S staff to have the custodial staff received all applicable safety trainings.

Preferred Qualifications

• Bachelor degree.

• Experience in custodial maintenance management at a college, university, or multi-facility complex.

• Experience managing work through subordinate supervisors.

• Supervisory experience in a unionized setting.

• Experience working with industry standards for custodial staffing and labor.

• Experience working with a computerized maintenance management system.

• Experience using computer programs such as Word, Excel, Access, and PowerPoint.

• Experience working with LEED/EBOM and Green Cleaning.
