Position Description

Primary purpose: Provide supervision, leadership, and technical support for Measurement Technicians.

Essential duties and responsibilities: Supervise natural gas measurement program with a focus on achieving measurement and financial goals using budgeted funds and available personnel; plan projects and assign accountability for work, review progress, direct changes in priorities and modify schedules as needed to ensure tasks are completed in an efficient and timely manner. Supervise a distributed team of measurement technicians in Northern Colorado and Wyoming Responsible for meter site regulatory compliance and act as a company representative during DOT inspections. Develop capital and O&M budgets based on staffing, resource requirements, cost estimates, objectives and goals. Continually manage budget and forecast the cash flows. Manage limited-scope capital projects in conjunction with Operations and technical support groups. Consult with Technical Services Manager and Corporate support groups on major projects, budget proposals, and priorities. Participate in the selection/promotion of staff and disciplinary matters. Conduct performance evaluations and resolves employee concerns. Provide training and leadership to measurement technicians to develop individual capabilities. Orient new employees to procedures, policies, location and operation of equipment or assigns such orientation and familiarization to appropriate personnel. Consistently maintain and demonstrate a high regard for personal safety, for the safety of company assets, employees, and the general public. Responsible for the calibration and maintenance of meter station overpressure protection (OPP) and regulation. Performs overpressure protection system and equipment evaluations. This includes running capacity calculations on relief valves and regulators. Oversee the installation, maintenance, and calibration of EGM computers and associated equipment. Supervise the installation, maintenance, repair and troubleshooting of orifice meters, turbine meters, PD meters, rotary meters, ultrasonic meters and associated equipment. Oversee the troubleshooting and repair of gas chromatography and contaminant analyzers. Supervise the installation and maintenance of electronic and pneumatic controllers, relief valves and regulators. Responsible for monitoring and reducing lost and unaccounted for gas on assigned systems.

Position Requirements

Education: High School diploma

Experience / specific knowledge: Minimum of ten years' experience in the field of natural gas measurement. Sufficient computer skills (MS operating system, MS Word, MS Excel, measurement software, etc.) Sufficient knowledge of current AGA and GPA standards and guidelines. Sufficient knowledge and understanding of orifice meters, turbine meters, PD meters, rotary meters, ultrasonic meters, and gas chromatography. Understanding of design, construction, and troubleshooting of meter stations. Understanding of occupational hazards and required safety precaution related assigned duties.

Certifications, licenses, registrations: Possess and maintain a valid driver's license and meet company insurability requirements

Competencies, skills, and abilities: Well-balanced interpersonal skills and strong verbal and written communications skills are required. Ability to effectively organize, plan, prioritize, document, and complete work with minimum supervision. Possess math skills necessary to perform budgeting and measurement calculations. Must be a problem solver with the ability to find resolutions. Safe work practice and active participation in the safety program Must be flexible and able to work effectively in a team environment and consistently maintain a professional and respectful demeanor/attitude with co-workers, clients, vendors, and regulatory agencies. Must be self-motivated. Must be accountable to, and take direction from, managers and senior leaders.

Physical demands: Must be able to work outdoors in adverse weather conditions, climb vertical access ladders and stairwells, and carry up to 25 pounds. Position subject to 24-hour call-out, including nights, weekends, and holidays. Climatic conditions are determined by location assignment and may include severe seasonal changes including both winter conditions with frequent snow or extreme summer heat and sun. Must follow and adhere to all applicable Personal Protective Equipment (PPE) guidelines including wearing full FRC.

Above the minimum requirement; not required but advantageous in this position: Associates or Technical Degree in Engineering, Engineering Technology or equivalent technical field. Knowledge of pipeline operations outside of the measurement field is desirable. Experience with light maintenance (mechanical, electric, electronic)
